Inland Letters. — From auy part of New Z«aJaiid to nny other part oi' New Zcahtnd :— Not exceeding half an ounce, 2d ; exceeding half an ounce and not exceeding- one ounce, 4d ; exreedingone ounce and not exceeding; two ounces, 8d ; and so on, iiicri-usini; four pence for every additional ounce or fraction of an ounce. 2. To the United Kingdom. — By Southampton or by direct ship:— Not exceeding- half an ounce, Gd ; exceeding; halt' an ounce and not exceeding one ounce, Is ; exceeding- one ounce and not esooediug- two ounces, 'Zs; and so ou, increasing one shilling for every additional ounce or traction of an ounce. To Syria and Turkey. — Letters wfil be forwarded via Alexandria nnd J a (Fa (unless marked for transmission via the United Kingdom), and will be charged as follows :-- Not exceeding half an ounce, lid; exceeding half an ounce and not exceeding one ounce, Is lOd ; and so on, increasing one shilling a-nd ten pence for overy additional ounce or- fraction of an ounce. 7. To China and the Eastern Archipelago. — Letters ■aildr.-sned to Uoiiirkoi.fr, Peiumir. Singapore, any part of China or Japan, the I'liillippinc Islands, .lava, Sumatra, Uornno, Labium, the Moluccas, and Mam, are chargeable as follows -. — Not exceeding half an ounce, Is; exceeding half an ounce and not exceeding one ounce, 2s; and co on, increasing two shillings for every additional ounce or fraction of an ounce. 8. To Naval Officers on Foreign Stations : — Letters addressed to Officers serving on board any of Her Majesty's ships on a foreign station, when sent through tire United Kingdom, are chargeable as t'ollowt:: — Not exceeding half an ouace, Is; exceed, insr half an ounce and not exceeding one ounce, *2s ; exceeding one ounce and not exceeding two ounces, •Is; nnd no on, increasing two shillings for every additional ounce or fraction of an ounce. V. To Naval Seamen and Soldiers. — Letters sent to or by Seiimen and Soldiers in Her Majesty's Service will be transmitted within the color^-, and between the colony and any Post Office in the British dominions, at a charge of one penny, provided that the following regulations are observed : — (I) Each letter must not exceed half an ounce iv weight. (2) It must be superscribed with the name. of the writer his description or class in the vessel or regiment, and signed by the Officer at the time ia command. (3) The posture must be prepaid. Every letter of this description, posted or received in this colony, not iv accordance with tlie foiipoing rf^ulnfioiis, will be treated as an ordinary letter. The postage upon these letters must in all cases be paid in advance. 10. Free Letters. — Letters on the Public Service of Her Majesty's Naval and Military Forces are exempted from tlft: payment of postage, if bearing the words "On Her Majesty's Service," and the signature of the Officer in command of the force on the sort ire of which the letter is despatched. Hut such letters cannot be transmitted by any irregular route, or one entailinir additional expense on the Colonial Government. Letters on the Public. Service of the Ceneral Government of tlie Colony are ti-it.-issrnitti-d frnu by pout, if bearing- the words "On the Public Service only," and the signature of some officer of the General Government authorised to frank official letters. 11. Registered Letters.— Hegistration fee, Is, in addition to the ordinary postage chargeable on any letter— except in special cases. Ni-:\vsp\i-r.us — 1. To any part of the oniony, if published in the colony, and posted within seven days from publication, free; if not published in the colony, or not posted within seven days from publication, each, Id. -2. Prince Edward Island, St. Helena, Sierra Leone, and Vancouver's Island: — Not. exceeding four ounces, 7d ; exceeding four ounces and not exceeding eight ounces, Is 2d; exceeding eight ounces and not excecdingsixteen ounces, 2s 4d ; and so on, increasing one shilling nnd two pence for every half-pound or fraction of half a pound. li\NK Kit's Paucf.i.s, containing only Rank Notes, Orders, Bills, an-d Promissory Notes, Cheques, Pass Books, or Bank Returns, sent by or to any bank or banker within the colony (-provided such parcels aro securely closed and sealed, and contain no letter or communication in the nature of a letter, and bear, along with the address of such parcel, the words" Banker's Parcel, without letter," subscribed by the sender of such parcel, with his name and address), shall bo received ns book packets, and shall be transmitted, within the colony, at the same rate as bonk packets.' Hkcuu.viions. — Prepayment by Stamps.— All letters, packets, and newspapers, if liable to postage, posted in New Zealand, must be prepaid by affixing postacc labels of the colony of sufficient value. Loose Letters. — All letters received from beyond seas at any Post Office in this colony, which have n.»t been regularly posted at the place of despatch (loose letters), are chargeable with full postage, according to the rates established by the foregoing tables, unless they are letters which it is not compulsory by law to send by post, in which case they are chji.rgea.ble with the inland rate of postage only. Insufficient Payment. — Letters and packets liable to more than one rate of postage, and addressed to places within the colony, or to the United Kingdom, if bearing at least a single rate, will be forwarded aud charged with the postage deficient, and another single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned to the sender in all cases {where practicable. Newspa7jers, if posted without prepayment of the full amouut of postage chargeable, can neither be forwarded to their destination nor returned to the sender; but will be delivered or forwarded to the person addressed on application within six months at the office where the same were posted, and payment of the deficient postage in stamps. This rule upplies also to letters for the colony of Victoria. Registration. — Any person can have a letter registered by affixing on it by means of the proper labels the amount of the regisirution fee, in addition to the proper postage, and presenting- it at n Post Office during- ofßco hours, and at least one hour before the closing of the mail by wliich it is dosired to be transmitted. Every precaution will be adopted to ensure the safe delivery of a registered letter by entering it on the letter bills, and obtaining a receipt for the same on delivery. As the Post Office, howeyer, is not responsible for the loss of any letter, whether registered or otherwise, persons sending Bank Notes or Drafts are advised to take the numbers and particulars, and to cut the Notes or Drafts in halves, nnd to send them by different posts. Re-direction.—-Letters, Newspapers, and Packets will be re-directed from one Post Office to another on the written instructions of the person addressed, but on re-direcrion are chnrgeiible with a new and distinct rate of postage, to be paid on delivery. Penalties,— Any person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter in any Newspaper or Book Packet, is liable to a penalty of £20, Size and Weight. — No book packet or packet of newspapers will be received, nor will any Postmaster be required to receive any letter if it exceed two feet in length, one foot in width or depth, or three pounds in weight. Book Packets to be Open for Inspection.— Every book packet shall be sent open at the ends or sides, and there shall be no enclosure sealed or otherwise closed against inspection sent iv or with such packet, nor anything printed or written in the nature of a letter. Overland Carriage.— No Postmaster will be required to receive tiny book packet for transmission by an overland mail, if from its weigrht or nny other cause the iiuclcet appear calculated to retard the carrier.
