She brings American news to the 19th xVugust. ■ The latest intelligence was to the effect that General Meade's vanguard had overtaken the army of General Lee. General Lee was moving towards Fredericksburg, and it was considered certain that another great battle would take place in in Virginia. The Confederates were in force on the Rappidan, and the Federals had taken up a position on the Rappahannock> Strong hopes were entertained that the Federals would prove successful in their tittack upon Fort Sumter, and succeed in demolishing it, but even then it was not considered probable that they -would succeed in '■ capturing Charleston— at any rate for a very considerable time. North Carolina had declared for the Union. Some excitement has been occasioned in Canada by the report that the States would declare war against England and invade that colony. D'Arcy M'Gee expressed his fears that ■ tbe invasion would be attempted. Some parties were discussing the question of tlie propriety of a separation between Upper and Lower Canada. rt was said that the Federals would shortly Complete : the organisation of 100,000 negroes. MEXICO. The Mexican intelligence readies to the 22nd July. A war of extermination had been declared by the Mexicans against the French invaders' The French authorities were imprisoning and shooting those who refused allegiance to the Government established by them. General Forey had commenced flogging people for refusing to receive the French officers billeted upon them, into their houses.
