PROVINCIAL COUNCIL.

FRIDAY, 16th OCTOBER. Morning Sitting. The Deputy-Speaker took the chair at a quarter past 11, and opened the proceedings with prayer. NOTICES OF MOTION. Mr M'KAY gave notice that he would move — " That the Council is of opinion that main lines of rail wry should be surveyed, connecting the towns of Campballtown, Irivercargill, Wallacetown, and Riverton by the shortest practicable route, and that any line to be constructed be part of this system, and that a respectful address be presented to the Superintendent, requesting him to give effect to this resolution." Mr SCOTT presented a petition from the inhabitants of Invccargill, praying that steps b 3 taken to ensure a. more proper observance of the Sabbath day. The PROVINCIAL TREASURER moved that the petition be received. Seconded by Mr COWAN and agreed to. Mr M'KAY had a petition about the Great North Road Railway, but after what had passed, he thought it needless to present it. Mr. WILSON seconded the motion, that the petition be received. After some discussion, the motion was withdrawn. ORBTI RAILWAY BILL. The minutes of previous meeting were read by the Clerk. Mr ROGERS objected -to their confirmation. He and others were not present when the fifth clause of the Oreti Railway Bill was passed, and he would not take the responsibility of it. Mr SPEAKER thought the lion member's objections should be just the other way. He had no business to be absent. Mr ROGERS moved as an amendment — *'That the names of the members present" when the House "went into Committee, be inserted." Mr JACKSON seconded the amendment. After a long discussion, the House divided on the amendment, -with the following result — Ayes, 6 ; Noes, 5. The discussion was resumed, and MrTARLTON moved— '• That the amendment just adopted Avas informal, that it be expunged from the minutes, and no pennament record of it kept." Mr TARLTON was in favor of the motion, but for the sake of form moved as an amendment, " Tbafc it is the opinion of this Council that the intere ts of the Province render a s&rvey of land between the Invorcargill and Winton line of railway and the port or town of Riyertoa, with, the view of laying down a railway thereon at some future time; and that such ( unsold land as the survey 4 may show to be requjred for the execution of such a work, be reserved for that purpose-" After some discussion, Mr Wilson withdrew his motion, and Mr Tarlton gave in the above as a notice of motion, Brr.ii? passed. The following bills were read a third time and. passed : — Church of England Cjrnetery Bill, Hawkers' and Pedlars' Bill, Hospitals Bill, Educational Endowments Bill, Electric Telegraph Bill, Pawnbrokers Bill, Common Lodging House Bill. On the third reading of the " Cemetery Bill," a debate took place and a division on thifamendment that the bill be re-committed to Committee. There voted for the amendment — Ayes, 6; Noes, 4. That the Settlers in any District will receive from the Government a subsidy equal to the sum they may have expended upon any such surveyed line of road within the District, provided that such works have been constructed in accordance with the advice of the Roads Engineer and subsequently on. completion approved by him.'' Mr TARLTON move^t-" That thisCbuncil by a previous decision having resolved- upon' adopting the, Narrow Guage with iron rails, is of opinion that no other, guage should be sanctioned, nor any other mode of construction resolved upon on the proposed line from Invercargill to Winton." He had brought forward this motion, in order to impress upon Government theperfectunderstanding of what they were about to do. The" narrow guage and no other was to be adopted.
