Mr Chalmers moved- -»" That the Council is <of opinion that all the necessary works on th© Bluff and Invorcargill Railway be hastened, ;in order to have the line between Canipbelliton and Stanley opened for- traffic at the •earliest period." Mr Cowan seconded, and the motion was carried.. ; Mr Tarlton begged . permission to hold over to to-morrow the consideration of the .motion of which he had .given notice, that the Speaker's ohiilr "should -be declared vacant. The request was agreed t0.. , : . . KEPI.V TO ADDRESS. Mr Rogers laid on the table the following ■ ' reply to his Honor's address, prepared by the Committee. : " Intereftrgili, Oct. 13, 1863. " Sir. — This Council congratulates' your Honor upon the great and continued prosperity oi this Province, as shown by the large increase in its commerce and the future development of its -resources. " The various important Subjects which your Honor has called our attention to will receive our most careful consideration, and we trust that the resulfof our deliberations, supported by the energetic action of your Government, will further the advancement of the Province. (Signed) ."Henry Rogers, " Chairman of Committee." MESSAGE FROM SUPERINTENDENT. The^reply having been read, the following message from the Superintendent was announced : — " To the Provincial Council, &c. "The Superintendent begs to transmit a message from his Excellency the Governor, recommending certain amendments in the Marine Board Bill, a draft and also a printed copy of a Bill drawn up in conformity with the recommendation. "' J. A. R. Menzies, Superintendent." MOTIONS. The Provincial Treasurer moved that the Bill referred to should be printed. Mr Cowan seconded, .and it was carried. Mr McKay moved the second reading of the Church of England Cemeteries Bill. Mr Tarlton opposed, on the ground that lie did not believe in denominational burying grounds. Mr Beaven also opposed the Bill. The Provincial Treasurer was -in its favor. On the motion being put, the ayes had it. The Council, after going into committee, Mr Tarlton as Chairman of ' Committee, reported that the Bill had been passed. The Provincial Treasurer gave notice that he would move that it be read a third time at Friday morning's sittings. Mr Cowan moved the second reading of the Hawkers' and Pedlars' Bill. Mr Tarlton did not think a case had heen made out for the Bill. The motion, however, on being put, was carried. The Council having gone into committee, progress was reported. The third reading was appointed for Friday morning's sittings. Mr McKay moved the second reading of the Hospitals Bill. Mr Cowan seconded, and the motion was carried. The House then went into Committee, and the Chairman reported progress. The " Electric Telegraph Bill" followed, which, having been read a second time, the House went into Committee. On resuming, permission was given to continue the Bill to to-morrow morning's sittings. The Provincial Treasurer next moved the second reading of the Educational EndjwmeiTts 33r11, 1863. Mr Cowan seconded, and the motion was carried. The House went into Commit' ea, and the Chairman reported progress. Mr McKay stated that he had thought it necessary to resign his place in the Executive, owing to some disagreements he had with the Government. The Speaker left the chair at 9 p.m., and the House was adjourned to II a. in. next day.
