The steamers employed must be subject to the approval of the Government, and must be able to maintain an average speed of not less than eight knots an hour on each voyage. All Post Office Mails must bo received on board and delivered to destination free of cbarge. Mails to be taken from nnd delivered on board of the European Mail Contract Steamer in Ilobson's Bay, at the expense of tho contractor.
