New York, Feb. 14. M. Herder's despatch, of the 13th Api 1862, to M. Thouvenel, published in ( French Livre Jaune, just received in An rica, has created a great sensation in tl city and Washington. M. Mercier states ti Mr. Seward had expressed a desire upon t part of the Federal Administration fortl re-establishment of peace, and implies ti his visit to Richmond duriug that month * undertaken at the suggestion of Mr Sewa to a.v>.ar!;ain the state of feeling at the C( federate capital. The emphatic manuer wh?eh Mr. Seward contradicts M. Mercic statements renders it doubtful whether thi can be any renewal of official or personal i tercour-e between them. It is feared thatif 1 Seward te not dismissed, M. Mercier will recalled by the French Government. - The dismemberment of the army of tl Potomac has commenced. The attack on Charleston is postponed acccant of a difference between Gener Hunter and Foster. The Federal ram, Queen of the West, h returned £rom her expedition down the M sisjippi on the 11th inst. She is reported, telegraphic despatches from Cairo, to ha sunk three Confederate steamers, lad with provisions, taken 56 prisoners, and have gone within range of the Confeder guns at Port Hudson. The Florida was chased by the Fed< steamer Somona, off the Bahamas, on the and 2nd inst, for 36 hours, but owing to superior speed of the Florida, the Som( was distanced, and gave up the pursuit.
