Sumatra, Borneo, Labuan, the Moluccas, and Siam, are chargeable as follows! To Naval Officers on Foreign Stations.— Letters nchlressed to officers serving on board- any of fTer Majesty's ships on a foreign station, v-hen sent through the United Kingdom, are chargeable as fallows: Not exceeding £ oz, Is ; exceeding £oss and not exceeding 1 oz. 2s ; exceeding 10! and not exceeding 2 oz, 4-s ; and ro on, increasing two shillings for every additional ounce or fraction of an ounce. 8. To Naval Seamen and Soldiers. — Letters sent to or by seamen and soldiers in Her Majesty's service will bo transmitted within the Colony, and vet • n the colony or any post-vffice in vt>e Br'.ti^u dominions, at a chnrge of one pcnr.y, provided that the following reg lations are observed; — 1. Each letter m st nut exceed half an ounce in weight. 2. It must be superscribed with the name of the writer, his disposition or class in the vessel or regiment, and signed by the officer at the time in command. 3. The postage must be pre-paid. Every loiter of this description, posted or received iv this Colony, not in accordance with the foregoing regru* atioa, will be treated as an ordinary letter, 9. Free Letters. — Letters on the public servictf of Her Majesty's Naval and Military Forces, ara exempted from the payment of postage, if bearing the words, " On Her Majesty's Service," and. the signature of the officer in command of the force 011 the service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, or one entailing additional expense orf tha Colonial Government-. Letters on the public ser- ' vice of the General Government of the colony arc transmitted free by post, if bearing the words, " On the Public Service only," and ihe signature of some officer of the General Government authorised to frank official letters. 10. Vejistered Letters. — Registration Tee, Is, in addition to :!ie ordinary pos;«ge chargeable on nny other. Except in special ead^s, as exhibited in table subjoined. NEWSPAPERS, To any part of the colony, if published in fcuß colony, and posted within seven days from publication, free: if not published in the colony, or not posted within seven days from publication, each. Id. 2. To the United Kingdom, via Southa'npton,or by direct ship, tree; to the United Kingdom, via Marseilles, each, 3d ; 3. To the Continent of Europe, via Trieste, each, 2d ; 4. Biok-Packcts to be Open for Inspection. — Every book-packot shall be sent ripen at the ends or side*, and there shall be no enclosure scaled or otherwise closed fln-ainst inspection sent in or with suc-h packet, nor anything printed or written in the nature of a letter. Contents.— the above limitations, a packec book may contain any number of separate bo'»ks, maps, prints, ov phof-o^raphs, and any quantity of paper, vellum, or parchment, cither printed, written on. ur plain, (exclusive of anything in the nature of a letter whether sealed or open.) with tho bindin>», covering, or mountittq; attached or belonging to such book, print, map, or photograph, and all things legitimately appertaining .to or necessary for t!io transmission of any enclosed Jiterary or nr'istic matter, but exclusive of glass in any form* The names and address of the sender may "appear on the cover. As the I-ost-offieo, however, is not responsible for tbe loss of iiny letter, whether registered or otherwise, persons sen : ng bank-notes or drafts are advised to take the numbers and particulars, and to cut the notes or drafts in halves, and to send them by different post. Penalties.— Any person sending as exempt from postage letters not liable to exemption, or enclosing a communication in the nature of a letter in any newspaper or book-packet are liable to a penalty of £20. . J Overland Carriage. — No postmaster will be required to receive any hook-packet for transmission by an overland ?T3!iil, if from its weight or any other cause the packet appear calculated to retard the carrier.
