Mr. Harvey, who was in attendance, read to the meeting the answer he had received from Mr. Thomson, chief surveyor, Otago, in reference to the instructions that gentleman had received from Government for laying out Invercargill. The inquiry had particular regard to who were the custodiers of the Town Belt, reserves, and public esplanade, and the reply was altogether very unsatisfactory. After reading it Mr. Harvey said he could not say whether the Board had any control over these reserves or not. Tlie subject 'was discusseci some time, and. Mr. Monkman moved that Mr. Harvey be .instructed to take ril neces. ry steps for ascertaining whether or not the Esplanade, Town Eelt, and public reserves generally were under the control of the Board. Mr. Lockhart seconded the motion, which was agreed to. A long discussion took place on the levels of Tay-street, and their influence on the value of property in that street. In the course of the debate two motions were made, but ultimately it was agreed that the question lie over till the special meeting.
