8. io Naval Seamen' and Soldiers. r—Letteri sent to or by seamen and soldiers in Her Majesty's aervicewill be transmitted within the Colony, and betweea the colony or any post-o^ffice in the British dominions, at a charge of one penny,:' provided that the following- regulations are observed-.— l. Each letter mist not exceed half an ounce in weight. 2. It oust; be superscribed with the name of the writer, -Us disposition or class in the vessel or regiment;, aid signed by the officer at the time in com* mand. \i. The postage must be pre-paid. Every letter ofthis description, posted. or receired in this Colony,iaot in accordance with the foregoing regulation, will be treated as an ordinary letter. 9. "Fret Letters. — Letters on the public service of Her Majesty's Naval and Military Forces, are exempted from the payment of postage, if bearing the words. "On Her Majesty's Service,"- and the slgnature'of the officer in command of the force on the service of which the letter is despatched. But such letters cannot be transmitted by any irregular route, or cne entailing additional expense on the Colonial Government. Letters on the public service of the General Government of the colony are transmitted free by post, if bearing the words, " On the public Service only," end the signature of some officer of the General Government authorised to frabk official letters.

10. Regi&ered Letters. — Registration Fee, 1», in addition jto the ordinary postage chargeable on any other. Except in special cases, as exhibited in table subjoined. NEWSPAPERS, To any p?rfc of the colony, if published in the colony, and posted within seven days from publication, free; if not published in the colony, or J not' posted within seven days from publication, each, Id. 2. To any ptrt of the colony, or to the United Kingdom via Southampton: — Not exceeding 4 oz, 4d; exceeding 14 oz, and not exceeriiug 8 pz, 8d ; exceeding 8 oz, and not exceeding 16 oz, Is 41; and so on, increasing eight pence for every addi» tional half pouai, or fraction of half-a-pdund. 2. To the following British colonies— Ascen»ion, Bermuda, Britiih West Indies, Canada, 'Cape of Good Hope, JEJilldand Islands, Gambia, Gold Coast, Heligoland, lonian Islands, Natal,, He» Brunswick, Newfoundland, Nova Scotia, Princa Edward Island, St. Helena, Sierra Leone, Tan* couver'a Island:— Not exceeding 4oz, 7d; exceeding 4 oz, and not exceeding 8 oz, Is 2d ; exceeding 8 oz, and not exci»ding 16 oz, 2s 4d ; and so on, increasing one shilling and twopence for every half-pound, or fraction of half-a-pound.

Prepayment by Stamps — All letters, packet*, and newspapers posted in New Zealand, .must be prepaid by affixing postage labels of the colony of sufficient value.

Loose Letters.— All letters received frombeyond seas, at any Post-office in this colony, which hay« not been regularly posted at the place of despatch (loose letters), are chargeable witn full postage, according to the rates established by the foregoing tables, unless they are letters which it is not com* pulsory by law to send by post, in which case they are chargeable with the inland rate of postage only.

Book-Packets to be Open for Inspection*— Every book-packet shall be sent open at the end* or sides, and there shall be no enclosure sealed or otherwise closed against inspection sent in or with such packet, nor anything printed or written in the nature of a letter.

Contents. — With the above limitations, a packeN book may contain any number of separate bonks, maps, prints, or photographs, and any quantity of paper, vellum, or parchment, either printed, written on, or plain, (exclusive of anything in the nature of a letter whether sealed or open,) with the bind* ing, covering, or mounting attached or belonging to such book, print, map, or photograph, and au things legitimately appertaining to or necessary for the transmission of any enclosed ' literary or artistic matter, but exclusive of glass in any form. The names and address of the sender may appear on the cover.

Registration. — Any person can have a letter re* gistered by affixing on it", by means of the proper labels the amount of the registration fee, in addi* tioh to the proper postage, and presenting it at » Post-office during office hours,' and at least one hour before the closing of the mail by which it is desired to be transmitted. Every precaution will bendop.ed to ensure the safe delivery of a registered letter, by entering it on the letter bills, and obtaining a receipt for the same on delivery. As the tost-office, however, is not responsible for the loss of any letter, whether registered or otherwise, persons sending bank-notes or drafts are advued to take the numbers and particulars, and to cut the notes or drafts in halves, and to send them by different post. '

Penalties. — -Any person sending as exempt from postage letters not liable Co exemption, or enclosing a communication in the nature of a letter in any newspaper or book-packet are liable to a penalty of £20.

Overland Carriage. — No postmaster, will bffjyfcj quired to receive any book-packet for tr&nsmissutj] by an overland mail, if from its weight or at&l other cause the packet appear calculated to retard the carrier. - • • ■•
