RESOLUTION IN FAVOUR OF LOAN RESCINDED. '■-■rj&NrtffiHß
MEMBERS GIVEN TIME TO CONSIDER ANOTHER PROPOSAL- ..
The resolution "by the Horowhenua County Council to take the necessary steps to raise a loan to carry out worlv on certain district roads in the WiroUino riding was rescinded at the meeting on Saturday, at the instance of. Cr. Catley. A further motion by the same councillor, to do some of the roading out of revenue, with the aid of Government grants, was held over, in order to give the members for the riding time to consider it. In accordance . with notice, Or. Oatley moved, that the Council rescind the iesolutkm passed en July 13th setting out that in due course the necessary steps be taken to.give public notice of its intention to apply to the Local Government Loans Board for consent to the raising of a loan for the necessary work m connection with the fallowing roads:—Ohau East (Saints), Lindsay Extension, Kukutauaki (Mark's), Ho-Juo-Waitarere, and Paiaka (Otawhiwhi) Extension.
Cr. Gimblett seconded the motion, and it was forthwith carried, the matter having been discussed at the previous meeting. Cr. Catley then moved, "That the struction or re-construction of Ohau Wirokino riding undertake the construction or re-construction of Ohau East, Kukutauaki and Paiaka Extension Eoads out of revenue, in view of the fact that such roads carry a Government grant of £1 for £1 on the 1929-30 Public Works Estimates and it is desirable that such grants be lifted. That provision be made on the Wirol'inc Biding estimates for 1930-31 fj' the cost of the undertaking, and if finances oermit the work be commenced towards ~the end of the current, financial year." Cr. Catley had given notice at the last meeting to move in this direction. ' Cr. Gimblett said the motibn was not exactly what he'wanted. Cr. Colquhoun said he would have liked the councillors-for the riding to have discussed the motion before JJ came forward. ..„■•■=■•>■" ■'■""" ' The Chairman: You have, had opportunity; he gave notice'of it. He said he had made it quit?e clear, some, months ago, when' he moved an amendment to a motion by Cr. Catley, that he was not prepared to have the roads done wholly out of revenue aided by grants. If settlers wanted roads to their front gates, it was their duty to help; if they were not prepared to do* this, then he was not prepared to help them, fie suggested that. Cr. Catley" amend his motion to embody the speaker's suggestion that the settlers be called upon to contribute.' Some ratepayers had already done this. He could not agree that members had had sufficient time to discuss the mo tion. He had never thought that the resolution was coming forward in the form that it had; he only got the notive about a week ago. Cr. Catley should alter the motion, so as to it compulsory for those .who were going to benefit by the work to contribute to it. If after deliberation, the members came to the conclusion that the riding could, with that assistance, afford mean.* to do the roads, he would support Cr. Catley The speaker added that he was not putting up a atone wall because his amendment, 'some months ago, had been defeated. Ho was on the Coun cil to help those settlers if they would come forward to help thenfselves. C;\ Catley': I am not prepared to alter the resolution. When I gave notice io move it, I understood that it was on the lines of what Cr. Gimblett v.-:!-? asking for—tha 1 ; the roads be id out of revenue. As people to make these roads, it .is the duty of the local body; I am not going to do it. I have never yet asked anyone for : a contribution towards these works. At the same time, if anyone offers a contribution, I am only too pleased to accept it; but as for asking them to do it, 1 would absoluteiy refuse it.
Cr. Colquhoun: I think that if we met these gentlemen and had a talk with them, we might find out if they would' contribute, i think they are entitled to contribute. In most cases where you form a special rating area they have to contribute.
■Or. Ryder: Absolutely. Cr. Colquhoun: I think they would be quite willing to contribute if they were approached. I would like to see the motion held over if we have an opportunity to discuss the matter wiMi them.
Cr. Catley: It is not necessary for us to move until towards the end of the financial year. If my colleagues wish to go on those lines, let them move in the matter.
Cr. Gimblett moved and Cr. Colquhoun seconded, that the question be deferred until the next meeting, to enable the Wirokino members to discuss it. This was carried without opposition.-
A paragraph in the Engineer's re- | port stated thr.t plans and specifications had been submitted to the Public Works Department approval §f Paiaka, .Mark's and Qhau East Koads.
