RUGBY FOOTBALL.
HOROWHENUA DISTRICT COUNCIL
The management committee of the Horowhenua Rugby District Council met on Tuesday evening in the Wistaria Rooms, there being present: Messrs W. C. Haiinau (president), J. W. Procter (Hui Mai), F. Meyers (.Waikanae), G. Mitchell (Shannon), M. G. McLean (Paraparaumu). W. G. Phillips (Referees), A . Richards (Shannon), S. Hooper (Weraroa), and J. Casey (secretary). Leave of absence was granted to Messrs J. W. Rimmer (treasurer) and H. J. Jones (Schools). SCHOOLS GRANT.
The Manawhenua Union forwarded a cheque for £ls, being the Horowhenua share of the schools grant voted by the N.Z. Rugby Union. REPORTS FROM REFEREES' ASSOCIATION.
A letter was received.i'rom Mr Phillips, secretary of the Referees' Association, with reference to .several matters referred to that body by the Council.
Concerning the case in which a player who was ordered off on July 6th came in from Poroutawhao on the evening of July 23rd to appear before the Council, but could not be dealt with because no report had been received from the referee, the committee of the Association had now drawn the attention of the referee to note Rule 24. The Association was endeavouring to obtain a report from the referee of the junior match, Wanderers v. Foxton, played at Foxton on July 20th, with 'reference to wrong jerseys being worn by several members of the Wanderers team, regarding which there was a complaint to the Council by tho. Foxton Club, but no report from the referee. The referee would be duly dealt with by the Association. 'The Chairman said that, in hi 3 opins ion, the report should come from m> one but the referee; the Council should not, through its members, start reporting cases of wrong colours being worn, thus taking the matter out of the hands of the referees. The Wanderers Club should be fined, but the Council could not find the man who should tell it how many wrong jerseys 'were worn.
In regard to the complaint that the referee appointed was not in attendance at the match between Paraparaumu and Waikanae juniors, the Association stated that this was caused through the appointed referee not being -able to officiate and the substitute missing the service ear—the only means of conveyance. As to the absence of the referee for the Shannon-Weraroa game on July 20th, the appointed referee for this match was unable to officiate, and the substitute was instructed to take the match at Weraroa, as set down. The match took place at the Levin Park Domain; but the Association was not notified of this change. Mr Phillips stated that the referee in the last case was unwell and nominated a substitute, but the latter gave notice that he could not officiate.
Mr Hoopar staled that, when the notification was received, the time was getting well on towards half-past threa. The Association,'s letter was received, pending further reports from, that body.
THE FOXTON APPEAL
1 With reference to the Council's communication giving a report of the procedure adopted in connection with the appeal by the Foxton senior team against the Council's rescission of the resolution authorising a re-play of.the disputed match with Wanderers, the Manawhenua Union advised that the matter came before its meeting on August 14th and it was decided that the Foxton appeal be not upheld, on the grounds that the proceedings of the Horowhenua Council's meeting on June 11th were informal, as there was no definite protest from the Foxton Club, and that the procedure adopted by this Council at the meetings held oil June 18th and July 2nd was quite in order and in accordance with the rules. WINNERS AND RUNNERS-UP. On the motion of the Chairman, the winners and runners-up of the championships in the three grades were declared as follows: — Senior.—Winners, Wanderers /(Levin Club Cup won outright); ruhnersup, Foxton. Junior.—Winners, (Coley Cup, McGregor Cance, and Hall Banner); runners-up, Foxton (Higglns Cup).
/Third Grade. —Win.ners, Weraroa (H.R.D.C. Cup); runners-up, Tokoma ru.
COMING REP. MATCHES,
The Manawhenua Union advised that the junior rep. match, Manawhenua v. Wellington, would be played in Levin on August 31st. Mr E. Clevely would be manager of the Manawhenua team. It was decided that the game commence at 230 p.m. The Manawhenu .i team will billet at the Grand Hotel, and the Wellington team at the Levin Hotel. Advice was received from the Manawhenua Union that the junior rep. match, Manalwhen.ua v. Wanganui, would be played in Wanganui on August 24th, at 1.30 p.m. Mr T. Watson would manage the Manawhenua team. The Horowhenua players selected wcpj Croon, Atkins, Hirini, Moore, J. McDonald, Ryder, Fafeita, with Merwood and Taylor as emergencies. On September 7th, the Manawhenua and Wanganui seniors will be matched at Levin; and on September 14th, the Horowhenua juniors v/ill play the Wellington thirds at Otaki. A letter confirming the latter date was received from the Wellington Union. JUNIOR KNOCK-OUT COMPETITION. Entries were received from all the junior teams in the district for the knock-out competition for the Licensed Victuallers' Cup. It was decided that the contest be played in north and south divisions, and that the fixtures Jbe drawn by the secretary. Tho itawfor Saturday next is aa follows:
Southern division: Paraparaumu v. Otaki, at Paraparaumu; Hui Mai v. Waikanae, at Waikanae. Southern division: Wanderers v. Shannon, at Shannon; Weraroa v. Foxton, at Foxton. PENALTIES. The Otaki Club was fined 5s on account of tAvo members of the junior team having played in Avrong colours in the final,' against Foxton, at Levin on Saturday. It was mentioned that the referee for the Nash Cup match, Shannon v. Foxton, went to Shannon on Saturday and found that there was «o game, Foxton forfeiting through not being able to get sufficient players together to make the trip. Foxton did not advise Shannon of the default until aquarter to three. A resolution was passed to fine the Foxton Club 5s for their failure to notify the Council of their intention not to play. Mr Richards stated that, in the senior match between Shannon and Otaki, at Shannon on August 10th, one of the Otaki players Avas in Avrong colours. The Chairman pointed out thst the report must come from the referee.
On the motion of Mr Richards, seconded by Mr Procter, it Avas decided that the matter be referred to the
Referees' Association for an explanation.
