COUNTY BUSINESS.
MEETING OF HOROWHENUA COUNCIL. The monthly meeting of the Horowhenua County Council was held in the County Chambers, Levin, ozi Saturday, there being present: Mr G. A. Monk (chairman), Crs Barber, Whyte, Ryder, Colquhoun, Gimblett, Catley and Jensen, Mr F. H. Hudson (County Clerk) and Mr J. T. M. Brewster (County Engineer). Leave of absence was granted to Civ Bryant, who was in Wellington. Intimation was received from Mr P. W. Furkert, chairman of the Highways Board, that in future the Board would meet on the third Wednesday of each month instead of the third Thursday. , _ . A letter was received from the loko- i maru School Committee, thanking the Council for its prompt- action in having danger signs placed along the Highway in the vicinity of the school. Mr H. A. Seifert wrote inquiring if it was necessary to obtain a special permit to traverse roads in the district between Shannon and Feiiding with a caterpillar tractor.—The Chairman indicated that permission was given in cases where no damage to roads was iikely to ensue; and the request, was referred to the Engineer, -with power to act.
SHANNON CEMETERY.
Thanks were expressed in a letter Worn the Shannon Borough Council for the County grant of £lO for the Cemetery. An invitation was extended to Councillors/ to visit the Cemetery and inspect the work that had been carried out from the financial assistance "received from the, County at various times. —The invitation was referred to the Councillors for the riding.
' REQUEST FOR A CULVERT. Mr C. E. C. Webb wrote asking for a culvert. Ho stated that he was situated 'at the end of the To Whanga Road. The road was 'a very narrow lone, and it was practically impossible 'for motorists to turn when the weather jwas wet and he frequently had to go to a great deal of trouble to assist them out. If the Council would 9upply an Bft. culvert, he. would instal it. This would enable vehicles, to turn without much trouble. ' *
The Engineer reported that he had seen Mr Webb, but all applications for culverts had to come before the Council. The road was metalled about 10ft. wide, and ran to a dead-end. He . thought the request a reasonable one, , On the motion of Cr. Oatley, seconded by Cr. Gimblett, it was resolved that the application be granted; the work to be carried out to the satisfaction of the Engineer. BEACH ROAD DRAIN. ■ Mr Ran. A. MacDonald wrote drawing attention- to the drain running along the front of his property in Beach Eoad and requesting that it be cleaned out, as, during heavy rain, the I'ater could not get away and it flood- & his land. As a couple of the plank? n the culvert over this drain had worn at, if others were supplied he would! ut them in. He also called attention o the double culvert over the waterace., at the gateway further along the sad. survey and preparation of plans; itwas for the Council to say whether it should bear that additional cost. The Councillors for the riding, with the Engineer, were asked to make an inspection and report. POROUTAWHAO SCHOOL
A letter was received from Mr S. L. Jackson, chairman of the Poroutawhao School Committee, stating that he had asked the County Clerk to def°r the shifting of the culvert in front of the 'Poroutawhao School. The Committee had now come to an agreement with Mr Spiers to use the old culvert and divert the drain to it. This would do away with the necessity for shifting the culvert. The communication was referred to the Engineer. KUKUTAUAKI ROAD. With reference to his offer to contribute £25 towards the metalling of Kukutauki (Marks) Road, Mr W. E. Kilsby wrote stating that this would be withdrawn immediately the Council Submitted a loan proposal to the ratepayers of Wirokino riding. He asked if the Council would replace the old culvert at the entrance to his property with a new one; it was 16ft. Jong, and a shorter one would not be advisable. He also asked for 14ft. culvert for another entrance, as it was badly needed to allow the water-table to be kept open.
The Engineer stated' that he had inspected the existing culverts when measuring Mark's Road. A new one was required at the entrance to Mr Kilsby's, teh old one having collapsed. The other culvert was at an entrance used very considerably by stock, and a new one would, save the road; The culverts asked for were very much on the lines of culverts granted in the riding previously. Mr Kilsby would put them in.
The matter was referred to the En gineer, with power to act.
KARA MAIN ROAD BRIDGE
The Works Committee recommended that the charge of lorry hire in connection with the filling in the approaches to the Kara bridge, on the Main Highway, near Shannon, be reduced by £SO, and that the account rendered to the Makerua Drainage Board be /proportionately amended.
The Chaitman stated that this recommendation, had originated, from a special committee. The work by the Council had been done with the lorries, whereas it could have been done cheaper with drays over the distance that the sutff had had to be carried. The lorries, however, had been available, and were accordingly used. The Board then raised the question of the price charged. The recommendation was adopted. OLD ROADS IN TUWHAKATAPUA BLOCK.
The Engineer reported: "I have made an inspection of roads suggested to be closed in the Tuwhakatapua Block and have to report that, i n my opinion, suggestion should not be acted upon, with the exception of the small portion adjoining Pt. 2G. The portion referred to abutting on the end of Hume's Road, was originally n river bank reserve and fixed by right lines. This portion of reserve is now some 14 chains away from the actual river, the intervening portion between the reserve and the river being accretion, which is several acres in extent, Owing to this district fast becoming closely settled, it might be necessary for the Council, at some future date, to provide for a permanent roadman in this district. If that eventuated, the acquiring of the accretion might be an economical proposition to the Council for the purpose stated. The portion of road proposed to be closed adjoining Tahitiki, runs direct from Tane Road to the Manawatu River and gives access to Section ID. This road might, in the future, prove useful for subdivisional purposes. However, at present, the property owners are getting the use of these reserves, presumably without charge. The letter received from the solicitors in reference to the closing of these reserves, intimates that the Council should close the reserves on account of Mr Akers giving so much land for roading in the district, but, of course, Mr Akers had no /option but to give the land if he wanted to carry out his subdivisioiial scheme." The Works Committee recommended that, provided Mr Akers is prepared to bear all costs, the Council agree to the portion of road reserve in Section 2G being transferred to him as suggested by Messrs Jacobs and Grant. ■ The recommendation was adopted, and it wag also decided, on Cr. Barber's motion, tint the portion of road adjoining the Tahitiki Block be closed.
ACCESS TO MR CRAW'S,
The Engineer reported that he had made an inspection of the Linton Main Drain Road, giving access to Mr Craw's property. The distance from Hume's Road to Mr Craw's boundarywas 44 chains and the Engineer's estimate for forming and metalling this portion of road was £2OO. This length of road would only give access to Section 47. The letter from Mr Craw's solicitors, referred to a road fronting sections 47, 48, 49, 50 and 51. As far as the Engineer could ascertain, there was not a legal road fronting, sections 47, 48, 50 and part of 49. There was a portion of legal road fronting section 51 and part of 49. The Council adopted a recommendation by the Works Committee, that the Committee set up to consider this matter, consisting of the Chairman, Councillors Whyte and Catley, with the Engineer, again interview the Makerua Drainage Board, in view of the information recently obtained. CULVERT AT BUCKLEY ROAD. With regard to the application by Mr J. Swiudlehurst for a culvert at Buckley Road, the Engineer reported that an inspection had been made and it was necessary that an Bft. by 6ft. culvert, 16ft. long, be installed.
The Works Committee recommended that a culvert be supplied to Mr Swindlehurst in accordance with th-3 particulars supplied by the Engineer, and this was agreed to.
