HOROWHENUA COUNCIL MEETS. / . Tlie weekly meeting of the Horowhenua Rugby District Council was held on Tuesday at Levin when -there was a full attendance of members. Mr. \V. Haunan presided. COMING MATCHES. It was decided to write to the Bush Union relative to a match, and state that the game could not be played except on a Saturday. After tnis it was agreed that a match could be arranged with. Rangitikel provided the major portion of the .transport of players to Marton was available. The date to he suggested was July 24th. 1 The Te Kawau Union asked for a match with the Horowhenua "B" representatives.—Held oyer for a fortnight when the matter would be fully considered. WANDERERS-FOXTON MATCH. The notice of motion by the Chairman to rescind a motion that the Wan-derer-Foxton game be re-played at Foxton was discussed at length. This was the case in which Mackenzie, a college boy, when home in Levin, had played for - the Wanderer Club without the permission or the Council, and was therefore not eligible to play. It had been ruled at a previous meeting that the Council had power to deal with this matter, despite the fact that no protest had been forwarded by the. Foxton Club. At the meeting Mr. Procter was acting chairman in the absence of Mr. Hannan, and it had then been decided that the match be re-played. Mr. Hannan stated that Mr., Procter was quite right in his ruling/ he had been asked for it and had given it, but Mr. Hannan contended that the" matter should not have been brought forward as no protest had been .lodged. It was not the duty of a member of the Council to advance the matter. ; , In this the chairman was supported by other members of the Council. Mr. Hayes (Foxton) stated that whenthe matter had been discussed he had asked if there was need to lodge a protest and was told by the acting chairman that a protest was not necessary. He had been prepared to lodge the pro'test. It had been decided, he said, to fe-play the match at Foxton, •but this was not his motion, but the decision of Levin and other' members. ' . Mr Hannan said had Mackenzie ap-
plied for permission to play his request, no doubt, would have been granted. He .hoped that the motion would be rescinded. Mr. Robinson and others contended that Foxton had a perfect right in bringing such, or any similar matter forward, but the chairman disagreed. Mr. Hayes stated that if the notice x of motion, went through the Foxton Club would lodge an appeal. After Mir.* McGill and Mr. Meyer had spoken on the matter the chairman stated that he agreed, that the Council was not justified in bringing the matter forward unless reported by the Club or referee. Mr. Hayes failed to see this point and asked what was the good of the - Council unless it could adjudicate without an appeal or objection by Clubs. Mr. Meyer and Mr. McGill said that it appeared by the rules that they could ,not discuss such a matter without a complaint being lodged. Mr. Hayes thought that members . had a right to bring forward any mat- ' ter they desired. Mr Rittimer said that Mackenzie, would have been in order had he sought for permission to play. He maintained that the Council had every right to discuss the matter. The chairman disagreed with the latter remark, while Mr. McGill said as it was contrary to the- rules to dis- • cuss the matter he thought the question should be allowed to drop. There was no protest in. The Council was evidently out of order in the first place in bringing the matter forward. Mr., Robinson said that it had not been his wish to be hard on the Wand erer ClUb, and after he had suggested that the match be re-played it was Levin delegates that moved that the game .be re-played at Foxton. The chairman said he desired to see
the motion rescinded and the matter taken before the Combined Unions. Local members could state their case for and against; then withdraw.and allow the Manawatu members to give a decision. Mr. Mc'GSai 'also .agreed .that tho motion should be rescinded, while Mr. Hayes asked if the motion was rescinded could Foxton enter a protest. The chairman replied in the negative but stated that Foxton would have power to take it to the Combined Union. He was willing for the matter to go to that quarter. On the motion being put it was decided by seven votes to six that the previous motion be rescinded. Mr. Hayes intimated that he had no feelinc in Ihe matter and would still continue to do his best for the Council and' football in general. Relative to the match being rc-play-id at Foxton this motion was also rescinded. . In answer to Mr. Hayes the man stated tha* it now remained for Foxton to send a letter to the Combm?d Union for a ruling. PERMISSION TO PLAY. The question of players taking part a the Cook competition at Palmerston without having ibeen granted pernusion to do so was discussed, and it was onsidcrcd that players were out ot rdcr in playing. f The Wanderer Club wrote asking loi Amission to play for the Ratana Cup. -Letter referred back, as further pai.culars were desired before the Couu.l made its decision. Mr. Robinson stated that it Mas rotable that a Wanganm team would isit Foxton and play the local Club,
the money raised to go to the Earthquake Relief Fund. EARTHQUAKE RELIEF. Mr. Hayes asked for permission for Foxton to play Bulls a benefit match for the Relief fund. Permission was granted to play either Bulls or Wanganui. Mr. Hayes stated that the Foxton Club had donated £2 2s to the Earthquake Relief Fund and he now desired to move that the Council 'grant 50 per cent of next Saturday's' takings to the fund. The chairman, while sympathising with ault'erers, stated that the Council's funds were low and that its first duty was to pay its creditors. The secretary pointed ;out that the Council was in debt to the extent oi £4S. The chairman suggested that as su.J--. scription lists would not be closing for some time that the.matter be held in abeyance.—Agreed to. GENERAL. It was reported that the gate at Shannon on Saturday week totalled £3B 17s. It was reported by Mr. McGill that the sum of £6 Is was taken at the Otaki-Wanderer match at Otaki on Saturday. Mr. Robinson was appointed manager for the Horowhenua "A" reps and Mr. Hooper manager of the "B" reps. It was agreed that the next meeting of the Council be on Monday night next. Mr. McLeavey reported two Foxton men for playing in wrong colours. —A fine of 2s 6d inflicted in each case, while it was decided to commend Mr. McLeavey for his action. It was decided to' request all referees to report any player not appearing in a correct jersey. Easton Cup. Mr. McDonald, secretary of the Teachers' Institute, handed over to the Council a very valuable cup, which he said had been donated by Mr. Easton and his ,boys for competition among ■the boys' of the primary schools. The trophy" had to be won three times in succession or five times at intervals. Mr. McDonald expressed a wish that the cup be placed on exhibition in the various towns. He also stated that all were very much indebted to Mr. Easton and his boys for the handsome trophy which would be given in conjunction with the Austin banner. The chairman stated that the cup was certainly a very handsome one, and was a trophy that would do credit to any Union in iNew Zealand. He considered the best thanks of the Club were due to Mr. Easton and, his boys for such a gift, and he moved that the Council's appreciation be recorded in the minute book.
Mr. Robinson also referred to the cup as being a valuable one, and spoke highly of Mr. Easton's generosity. Mr. Easton, he said, was a well-known, and popular sport, and took an active interest in all branches of sport, being perhaps best known in racing circles. Mr. Robinson said, without doubt, the gift would be greatly appreciated by all con::ee£cd with football, and sport generally. The chairman then handed the trophy to Mr. McDonald, while it was decided to send a letter of appreciation to the donors. Mr. McDonald thanked the Council, remarked that good progress was being "made in school football and that, no doubt, the •''trophy would be an incentive, to the boys to do even better in the future. \ In the Austin Banner match at Ohau on Saturday, the Ohau school team defeated the Manakau boys by 63 points to 3. Piatt, Hemmingsen, White, D. Mercer, Richards, Biassiugton, Lester, Spencer. Bus leaves at 1.45 sharp.
