HOROWHENUA DISTRICT COUNCIL.
A meeting of the Management Committee of the Horowhenua Rugby District Council was held on Tuesday evening, when there was a full attendance of delegates—namely, Messrs W. Hannan (president), T. O’Rourke, J. W. Procter, A. Richards, G. Mitchell, F. Robinson, W. Heyes, W. G. McLean, I<’. C. Meyers, J. McGill, J. W. Riminer, M. Winiata, S. Hooper, W. G. Phillips amt J. Casey (secretary). '
WAIKANAE GRADINGS
The Waikanae Club wrote applying for the re-grading from senior to junior of H. Udy, J. Stewart, M. Webber and J. Para’ta.
The case of each player was dealt with separately, and it was resolved: (1) That the applications or Udy, Webber and Stewart be not granted; (2) that the application of J. Parata be granted.
SHANNON DOMAIN.
A letter was received from the Shannon Borough Coimcil granting the Council the use of the Domain at Shannon for the 1929 season at a rental of £lO. It was resolved that the letter be referred back to the Shannon Council with a request for the use of the Domain on the same terms as for the 1928 season —viz., £B—and that the Shannon Council be asked to receive a deputation of Shannon delegates in suppoit of the request.
LEVIN DOMAIN.
Nothication was received from the Levin Borough Council of the granting of the use of the Domain for the 1929 season on the same terms as last year, £?0. - *
The offer was accepted, and the desire was expressed that in future seasons the period of occupation to be granted be from the middle of April till the middle of October. CARNABY SHIELD.
The Dannevirke Sub-Union intimated that the Carnaby Shield, won by the Wanderers thirds in the seven-a-side-tournament held at that place last season, was being engraved and would be forwarded to the Council on completion. DEFINITION OF SENIOR PLAYER The Manawhenua Union advised the committee that By-law No. 4 of the Club Contest Regulations had been altered to read as follows: —‘‘A senior player is anyone who has played more than twice in senior contests.” TOKOMARU THIRDS.
Notification was received from the Tokomaru Club that an endeavour was being made to put a third-grade team in the field again. GROUND ARRANGEMENTS.
The secretary reported that applications had been made for the following grounds: —Parapaiaumu Domain, Waikanae, Manakau, Weraroa and Otald. Final arrangements with regard to Otaki were left in the hands of Mr J. McGill.
The Foxton delegates were empowered to make filial arrangements with the Foxton Bowling Club and the Foxton Racing Club, provided that the charges for either ground are no' greater than 10 per cent, on the gros.takings and that in the event of no charge being made''for admission there should b 3 no liability. REFEREES. The Chairman moved that the appointment of referees for 1929 be leih with the Ilorowhenua Rugby Referees Association. The motion was seconded by Mi Casey, and canned. . It'was decided, on the motion of M Procter, seconded by Mr O’Rourke, that a grant of £5 be made to the • Referees’ Association, in aid of tliei expenses of administration. . ROUNDS AND FIXTURES. The meeting decided to hold over 'he question, of the number of lounds f matches until after the first play.ng Saturday. Senior and junior fixtures were drawn for the opening day, Saturday, April 20t-h, and it was left ,o the secretary to draw the remaning fixtures. With respect tc the junior competition, it was resolved that there be a uorthe;n and a sourherii division. The opening of the third-grade competition wcl, postponed until Saturday, April 27th, and that of the fourth grade until Saturday, May 4th. The drawing up of the fixtures for the third and fourth grades was left | to the secretary.
STARTING TIME OF GAMES. The committee decided to strictly enforce the following rule this season:— ‘‘ln the event of a team failing to. appear at rhe correct starting lime, the referee is instructed tc. award the match to the team on the field. In the event of both teams failing, both to lose points.” A NEW CUP. Mr Rimmer informed the Committee that there was a cup under offer to the Council, and lie asked that a sub-com-mitter be set up to consider the conditions under which it should be played for. !
