COUNTY COUNCIL HAS NO PROSCRIPTIVE POWERS.

"It was noticed during a recent tour of the Board through parts of the North Island that a large number of advertising boards have been erected on lands adjacent to Main Highways," stated the Highways Board's Chairman (Mr F. W. Furkert) in a circular, a copy of which was received at the meeting of the Ilorowhenua County Council on Saturday. "The hoardings have been erected in most cases at sharp bends, in ttie road, and generally are in such a position as to attract-the attention of drivers of motor, vehicles at a time when great care is required to negotiate the bend. In some eases it was noticed that the hoardings partly obscure the view of the road. Unfortunately neither the Board nor the local authorities have any control over the erection of advertising hoardings on private properties, and no legal ac : tion can be taken. The question, however, requires some attention, and it has- occurred to the Board that the 1 best method of dealing with it would be for you to approach the Automobile Associations (perhaps verbally), with whom you' could co-operate, in an, endeavour to arrange that hoardings of this kind are erected in such a position as will not tend to increase the risks of motor driving.'' The Chairman (Mr Monk) said he did not. know that the Council could do very much in the matter. There were a few hoardings in rlie county that erected on private property." The Council might have some power in regard to the taking down of hedges, but he did not think that they

had any power fas ar as. a building was concerned. It had'not, however, allowed any advertising hoardings to be erected on the roadside,: any tkat had any power- as far as a building be taken down. He had been absolutely opposed'to the disfiguring of the fair landscape by hoardings _of any kind. The matter mentioned by the Board chairman was one upon which the Council should act if it had an opportunity, but it did not appear that they had very much authority. On the chairman's motion the letter was received.
