POWER OF DISMISSAL

- ♦ COUNTY COUNCIL POLICY EXPLAINED. The Horowhenua County Council on Saturday had a brief discussion or, the question of who is responsible for dispensing with or retaining the berviees of surfacemen. The subject was opened up by Cr Ryder asking if anything had been done in regard to replacing one of the roadmen. The Engineer (Mr J. T. M. Brewster) said he could not throw any light on it. Cr. Ryder: I think the time has come tor a change. The Engineer: I must have a definite charge. Cr. Giinblett said that the Engineer wae. the officer responsible to the Council for the workmen.. If anybody had to be removed, the Engineer, was the man to do it. He did not know thai the Council could accept a motion from Cr. Ryder to dispense with any cmplovee. The' Chairman: If a recommendation comes from the Works Committee that a man be dispensed with, it becomes a County matter.

Cr. Giinblett: Would they have power then to over-ride the Engineer?' The Chairman: Yes, certainly. The policy I have adopted is that appointment and dismissal of men should remain with the Engineer. If he is satisfied that the man is giving service, he must have a definite charge on which he can sustain himself in giving dismissal. Cr. Gimblett: If Cr. Ryder moved a resolution as a recommendation to the Eugineer, and the latter did not act on it, he would be acting contrary to the wishes of the Council. The Chairman: He would be simply carrying out the Council's instructions, and the responsibility would be the Council's. They become instructions as soon as the Council by a majority adopt a recommendation. The matter mentioned by Cr. Ryder was referred to the Works Committee.
