SPEEDING-UP OF LOCAL BODIES.
HOEOWHENUA COUNTY DOING ITS BEST.
.... ———— .Q± „ The request which is being made by the Highways Board to local bodies, to carry out as much road work as possible, before: the end of the cial year, was considered by the Horowhenua County Council on Saturday. "The Main Highways Board," wrote the District Engineer, under date of January 19th, in his letter to local authorities, "has expressed disappoint! ment at th'j'non-expenditure or the slow expenditure of grants for Main Highways construction, and I am directed to urge that every effort be made to accelerate progress*by the emplpyment of all available teams and plant, as well as workmen who can be economically placed. It is desired that as much expenditure as possible should, be brought to charge during the current financial year, and to thi3 end I shall be glad if you will arrange to forward both construction and maintenance claims as soon as possible ; after completion of work. An effort will be made to pay before March,3lst all claims received, say not later than the middle of March. Please acknowledge receipt of this letter." In moving that the letter be received, the: chairman said that the Council's negotiations with the Board, .about proceeding with the highways work again, had taken a year, and it was not until November that the Council, had. received terms to which ir could agree, with the result that it was only allowed one quarter of the year to do, the work. This was being pro- ; ceeded with as fast as was economically possible. Cr. Catley remarked that plans were submitted to the Board some months ago for the highway from. Wirokin-j ; riding boundary- to Shannon. ITho Engineer: Thdy went in with ithe whole list of applications. '. Cr. Catley: If those plans have beea in for several months and are not ? back yet, that letter is about the dizzy limit. We are prepared, I take it, to go on with that work as soon as plans are approved. The Chairman: This is a circular loiter to all local authorities, and if it does not apply to us, we'do., not take any, notice of: it. Cr. Catley: Shouldn't they accelerate the return of the plans? If -wfe ■'aire.■apathetic, we are not alone. „ |Cr. Gimblett: We made application for a free grant for a piece* of the road; also that dangerous corners be attended to. The Chairman: They asked us to survey them and send in a plan. We replied, that we would like an instruction from the District Engineer. He is coming on Monday. >
... Qt. Gimblett: ■ Those comers want seeing to. There was a fatal accident recently, and another accident a few: days later. If we can get some of those corners attended to, it will help us.
<Jr. Kilsby: We should use that letter to a certain end and endeavour to, push things on as much as possible. It is our duty-now to push them a little.
Cr. Gimblett: Get them to spend some: of the millicn they have got. The Chairman: They are urging us to do it. I don't consider that we arj lax in expenditure on the acceleration of pur work.
Cr. Gimblet: I contend that . the Board a?& lax. They keep us waiting for two months for engineers to go over the road. How are we going to spend any of that money before March 31st? They are asking us to spend it on one hand, tnd stopping us on the other, .while there are unemployed walking about. The letter w&s received.
Writing on February Ist, the District Engineer, in, a circular to. local authorities, stated it was desired that claims for all work done, say, up to the end of February should be rendered not later than the middle of March, so that the payment for this expenditure, or as much as possible, might be 1 passed before the end of the current ! financial year.—'Received.
, PAINTING OF MINOR BRIDGES. The Council adopted a recommendation by the Works Committee that provision be made for the painting of minor bridges on Nos. 1 and 60 Highways during next financial year. Q[UEEN STRRET—ARAPAEPAE PAVING. « COST £217 BELOW ESTIMATE. The Works Committee reported, in regard to No. 60 Highway, that the Queen Street-Arapaepao Road section had been completed, at a cost of £1313, as against £1530 estimated.
