MONEY FOR HIGHWAYS.

BOARD'S OFFER OF £3 FOR £l ACCEPTED. WORKS INCLUDE FOXTON VIA WIROKINO ROAD. FURTHER ASSISTANCE TO BE ' SOUGHT. The offer by the Main Highways Board of a subsidy of £3 for £1 on works estimated to cost £83,907, in the Horowhenua County, was accepted at a special meeting of the Council on Saturday, and the Engineer was instructed to report to the next meeting, on Saturday, on the works proposed to be undertaken immediately and their order of The result will be the resumption of work which has been stopped since the end of June, and in view of the approach of the Christmas season this will be welcome news to the men who have been engaged in the construction of the roads, as well as to the confmunity in general. While agreeing to the labove offer, the Council decided to renew its application for a free grant in respect of other works estimated to cost £56,000. Negotiation's with the Board have proceeded at intervals since the stoppage. The Council's offer was that if the Board would allow a subsidy of £3 for £1 on certain works remaining to be done and estimated to. cost £83,907. operations would be resumed. With regaTd to new work in the northern part of the County, estimated to cost £56,129, the Council asked the Board to pay the, whole cost by means of grants spread over five, years. The Board, early in September, replied to the Council's first request with an. offer of £2 for £1 and a suggestion that 'that the Council should raise the additional 10 per cent, allowed by statute on its loan. The other request was held over. These terms did not prove acceptable to the Council, and further representations were made, resulting in the offer which was received at Saturday's meeting of the Council. This was contained in a letter dated October 23rd, received from the chairman of the Highways Board (Mr F. W. Furkert) by the District Engineer (Mr P. H. P. Ronayne), and transmitted to the County Council, ft was as follows: : HIGHWAYS BOARD'S OFFER. "Referring to previous correspondence regarding the above, I have to inform you that it received further considerations by the Board, at a meeting held on the 18th inst.,"when it was decided to increase the subsidy already ' offered the Horowhenua County, to com plete the following works, from £2 for £1 tq £3 for £l: Wellington-Axickland via Tatfanaki Main Highway—Otaki Bridge to Le- ' vjn, estimated to cost £10,388. Levin to Wirokino Bridge, estimated to cost £44,855. Levin-Palmerston North via Shannon—Levin Borough boundary to Ara- ; paepae Road, estimated to cost £1530. > Shannon to Makerua Railway Station, estimated to cost £7566. North boundary Wirokino Riding to Shannon, estimated to cost £ll,- • 732. Tokomaru River to Northern Boundary of County, £7836. Grand total, £83^907. "The question of the completion of the original scheme at a further cost of £56,000 may be brought up for consideration at some future date. THE COUNCIL ACCEPTS. The Coune'il meeting was attended by the chairman . (Mr G. A. Moiik), Crs. Barber, Whyte, Ryder, Bryant. Kilsby, Gimblett, Catley and Jensen, Mr F* H. Hudson (County Clerk) . and Mr J. T. M. Brewster (County Engineer). The chairman explained that the meeting had been convened as a rssult 'of the deliberations of the last Council meeting, when it was decided that, on receipt of a reply from the Board, the Council should hold a special meeting to consider it. He felt that the - preliminary discussion on. the matter had better take place in committee. There was nothing to hide from the public, but he had discussed the posi- ; ■ tion fairly fully with gentlemen connected with the Board, and he desired. an opportunity for freely discussing the' situation as it affected the County and ; as it affected the Board. Cr. Jenseji asked that as much asH - possible be given to the public. The chairman repeated that ther?*< •was nothing to hide," but added that there might be aspects which could be better discussed in committee. On the motion of Cr. Ryder, rhe Council then went into committee. As it happened, the sitting only lasted two hours and the Council remained in committee till the end. It was then announced that the Council had taken . action as follows: — On the motion of Cr. Catley, seconded by Cr. Ryder, it was resolved — I That this Council do now agree to accept the increased subsidy of £3 for £1 offered by the Main Highway Board on works estimated to cost £83,907. as indicated in the letter from the District Engineer dated the 24th ultimo. That, in view of the increasing dangerous state of the hill portions of the Highways, application be immediately made for a free grant on account of the sections estimated to vt . cost £56,000. It was also resolved, on the motion

of the chairman, seconded by Or. Ryder— That the Engineer be instructed to bring down a report to the next meeting of this Council, on November 10th, on the -works proposed to be undertaken immediately and their order of urgency. The words in respect of which the Council is asking for a free giant are two lengths of No. 60 Highway, tJ> complete the original scheme of Main Highways in the County. They are:— Waoku Stream to Northern boundary of Wirokino Biding, 3 miles 63 chains, estimated at £24,428. Makerua to Tokomaru, 4 miles, estimated at £31,701.
