SHANNON BOROUGH COUNCIL.

FORTNIGHTLY SWEETING. The usual fortnightly meeting of the Shannon Borough Council -was held in - the Council Chambers on Tuesday evening; Present: The Mayor • (Mr E. " Butt) and Crs' T. C. Thwaites, R. Downes, Jas. Curran, jun, Jaa Curran, sen; ' • SURFACING FOOTPATHS. In reply to the Council enquiry re footpath paving mixtures the City Engineer, Wellington, wrote stating that the Wellington City Council own two Cummer asphalt plants, and these machines supply asphalt for. the footpaths during the winter months. The mix used by his Council is one consisting of sand, filler dust and bitumen (a street asphalt mix). They are able to ' .put-.this material down very cheaply /owing to having their own plant and the demand. In the case of Shannon this method of surfacing would not be suitable owing to the initial expense. He suggested that the Council investigate the merit of some of the cold emuh sified bitumens such as "Coldfix" or "Laycold." His Council had just put j down, some samples of both these bitu- j mens and he was of the opinion that a j satisfactory job could be made with either of these articles. There are oth-J er emulsified bitumens upon the market suchl as "Ama Coldphal" and "Yi.alit" and "Cold triii." /The equipment required for these bitumens is only an ordinary concrete mixer,' or, if necessary, they can be mixed by hand ' .The. bitumen doc 3 not require heating and can be put down under adverse weather conditions. The cost of put ting down these paths should be. abou; 3s per square yard. / . . Referring to the above Cr. Downes said, the Council were looking for some ; thing they could spray oh the foot : paths. Practically all those mentioned are mixtures.

Cr. Curran, sen., stated that whilr in Wellington recently he had madt enquiries from the foreman of the City Council, who had charge of the put ting down of the concrete slabs for thr footpaths in Wellington. He had beer informed that a .3x2 slab cost the Co uncil 75.6 d eaeh to get into town, but he thought they could be 'manufactured, much'eh'eaper in the country if iieai a creek where suitable metal was plen tiful. The slab footpaths had proved to be the cheapest, and best. He altfo described to the Council how the slab,'should be put down. When the job wa* •"'done it was there for all time. The Council wero of opinion that fur- ■ ther enquiries should be made as-to-'the cost of manufacture of slabs and Thwaites' motion the letter was referred to the Roads Committee and they were directed to go into the question of the cost of concrete slabs. LEAKY RESERVOIR.

At the last meeting of the Council it was reported that the concrete .wal; ■6t the reservoir was cracked and it,wat decided to ask the late engineer ;(Mr R'. Edwards) who had carried out th*. work of erection to come down '. and make an inspection. Cr. Downes reported that Mr. Ed wards had been down and he had ac companied him in the inspection. \Vhen they arrived - the water was over th'o ,top of the reservoir. They had thr .reservoir half emptied and on _exami nation, Mr Eowards contended that it was only the plaster cracked, but he himself was of opinion that there was more than the plaster cracked. There had bxen more water running, out at .the by-pass than ever before and when the reservoir was half emptied it stop:

The ranger (J. Swihdlehurst) reported having impounded one horse, and had found one cow wandering, waiok waW claimed by the owners—Adopted. GENERAL. ; Copies of the Timaru papers containing a full account of the Diamond Jubilee of the town a<s a Borough were received from the.Timaru Borough Co- " undii.—A letter is to be forwarded . acknowledging receipt of- the papers. ' /On the recommendation of Cr. Currari*, 8en.,., that a footpath" should be formed in Venn Street, on that portion between Ballance and Vance Street* if was decided that this work be inclu ded in the next programme of footpatk construction. It was decided to procure 15 barrels of Nesjftastle tar if tav cannot be procured in Wellington. Reporting on the cemetery road, Cr. Downes stated that the foreman had ■ informed him that.it would be a waste of metal, if put ,pn at ■■■the present ' time. Acting on this advice he had not gone any further in the matter of metalling the road. A letter was received from the Dis-

trict Engineer advising that permission had been' granted to carry out

work for unemployed in Plimmer Terrace, at an estimated cost of £25, the usual relief subsidy to be paid by the Department, A letter wa3 received from Mr. Ri-

chards asking if the Council intend renewing lease of strip of land in right-of-way to Woods' Creek.—lf was resolved to ask Mr Richards to meet the Council at their meeting with a iView to coming to terms.
