RUGBY FOOTBALL.
HOROWHENUA DISTRICT COUNCIL The management committee of the Horowhe.nua Rugby District Council met in the Wistaria Booms on Tuesday evening; present: Messrs W. Hannan (president), A. Richards (Shannon), H. McDonald (Schools), G.; Mitchell (Shannon), S,. Hooper (Weraroa), J. W. Procter (Hui Mai), E. M. Ryder (Wpnderers), J. W„: 'Rirumer (-treasturer), and J. Casey '(secretary). An apology for absence was received from Mr F.'Robinson (Hautere). DANN-EVIRKE CHALLENGE POSTPONED INDEFINITELY. A telegram'was'received from the Dannevirkc Sub-Union stating that a date after August 11th was desired for the Bebbingkm Shield match. Owing to the difficulty of finding a date to suit the Dannevirke body, it was resolved that no further action be taken. •'• •' ' ASSISTANCE FOR PRIMARY SCHOOLS. , A letter was received from Mr H. McDonald, lion, secretary of the Horowhenua Primary Schools Rugby Committee, 'asking the Council for some financial help in connection with the primary " schools' rep. games and seven-a-sido tournamenti Mr McDonald spoke in support of the application and.outlined the needs of the school players in r.egard to travelling and entertaining. The chairman stated that no definite information had been received from the. N.Z. Union regarding the grant for' school football in the .district. He would be in favour of Handing it oyer to the schools when it came to hand, The Council were.not in as good a financial position as was the case last year. He did not know whether the N.Z. Union would give a grant of £3O, as they did last, year, to the Combined Union for apportionment between the schools in,the .Manawatu and Horowhenua districts; if not this Council Would have to apply to the Combined Union for a grant. It was resolved, on the motion of the chairman, seconded by Mr Procter,' that a grant up to £ls be made for school football in the district. The'-'chairman explained that this was a grant independent of the N.Z. Union's contribution, which the Council would have to endeavour to secure. . Mr McDonald heartily ■thanked the Council, and stated that, at the end of the year, he would furnish an ac count of how the money had been spent He added that he had £1 Is each from the Levin and Shannon School Committees. , ' '' ; . ■' ■.;.: FOXTON REPS.' TRAVELLING ARRANGEMENTS. The following communication was re ceived from the F.oxton Club, dated July 14th:—-"At a committee meeting held last night, it was decided to ask the Council to make any future arrange, ments for players of the club or matter* connected with the club through sonu official of the body, in preference to ai outsider!" The subject of the. letter arose at « meeting of the Foxton Club's commit tee on Friday last, when the secretarj brought up ;the question of arrange ments made by the Union in connec tion with local players on various oc casions. As reported in the "Her aid." "The Union had not been h the habit of making arrangements fo. local with.members of the loca committee, "and, as a result, the play ers concerned had been put to consid erable inconvenience. On one occasioj two Foxton members of a team whiel played in Levin were left there strand ed, and had to walk home. On othe occasions where arrangements had bee; made without the knowledge of th Foxton committee, 'by the Union fo
local players to attend Levin for prac tice purposes, they had been left ti gdt over as best they could. Only las week the, tow players selected for th Manawhenua. team had been let' stranded in Foxton, and when a Unioi oflicial had been communicated with 01 the matter he said that a promise ha< ' been made by a member of anothc. club that the Foxton players would battended to. The whole trouble ap peared to be in the Union not getting in touch with the Foxton Club repres entative on such matter. Other mem bers endorsed the secretary's views and it was decided to write the Union asking that in future any arrange ments in connection with local playen be made through the Foxton Club." Mr Ryd<?r said he thought that thi Foxton club should be asked what they meant by the term "outsider." The Chairman, after reading the re port of the matter as dealt with at the Foxton meeting, said that it threw rather a slight on a gentleman who had worked for football for a good many years,. The selector had always approached a man who had brought the Foxton rep. players to Levin. This, year the selector, when, he found that the Council would not consider brings ing the players to Levin to practise, approached this gentleman, who- willingly undertook to bring them. One night he could not do so, arid the matter was left to' Mr Robinson. Any arrangements that had been made had; been through a member of the Council.'; Mr Robinson was not an outsider as far as the Council were concerned.There was a -little misunderstanding last Wednesday, when two players had ■ had to go to Palmerßton. Mr Robinsos
had told him how he gave instructions to Taylor (one of the players) with reference to travelling to Pahnerston; but this was a matter between the Foxton club and the Manawhenua Union. In regard to Foxton players coming' to practise at Levin, the Council had called on volunteers to. transport them, and they were not going to pass-over the man who had made the arrangements for years, to give preference to the Foxton Football Club. Mr Rimmer stated'that Mr tin made certain volunteer arrangements last year. Apart from Mr Austin and Mr Robinson there had never been a volunteer at Foxton in connection with their rep. players travelling to practices. He did not think ..that it was for the'Council to approach the Foxton club in the matter. As to pur approaching the Foxton elijb to their players over, we win -approach them now, and then we will see if they are genuine or not. & On the motion of Mr Ryder, seconded by Mr McDonald, it was decided to hold the letter over until the Foxton delegate is present. MANAWATU REP. GAMES. A letter was received from the Manawatu District Council accepting July 28th as the date for the ?e----turn A and B games at Balmerston. They suggested that the Bgaine icommenee at 1.15 p.m. and the A'.game at 2.45 p.m. Mr tßyder was appointed .manager of the A team, and Mr Richards -manager of the B team. For the junior rep. match to, be played a ; gainst Manawatu op ,the 28th, Mr Procter was appointed manager pf..the Horowhenua team. COMBINED TEAM'S SOUTHERN TOUR. The Manawhenua secretary notified the Council that Mr E. M. Ryder had withdrawn his nomination for the position of manager for the southern tour of the Combined team, and Mr H. R. Crawford had been appointed. The Chairman explained that it had been understood, before this Council made their nomination, that if Manawhenua had a nominee Mr Ryder would give way, which he courteously did. COMBINED JUNIOR REPS. Mr C. D. Fraser, secretary of the Manawhenua Union, wrote stating that it had been decided that each Rugby Council should nominate one selector to pick the combined junior rep. team. He asked for the Council's nomination. It was decided to nominate Mr S. Hooper for the position. JUNIOR TRIAL GAME. For the North v. South junior trial game, to be played on Saturday Tnepct, the colours will be: North, green and white; South, red and blue. It was decided that the match be played on the Weraroa Domain, and that a charge be made for admission. ENCROACHMENT BY SPECTATORS The Council resolved to draw the attention of the Refereeß' Association to the practice which has grown up among spectators on the Levin Domain, of encroaching on the ground; and to inform the Association that .all spectators must be outside the fence before a game commences. LOST BALL. Mr Ryder reported that his .club'* (Wanderers') senior team went to Shannon on Saturday without a ball, owing to their coach haying been called away suddenly. A,fine of 10s was. imposed ; on the club. The Chairman said that the Council appreciated Mr Ryder's .action in bringing the matter forward, thus showing that he was alive to <jfchp £&et that the rules must be carriedi;ont. . RESIDENTIAL .QUALJFIQATIpN, Mr Ryder said he would )ike..£he Shannon delegates to explain whether Carter, who played for their seniprs last Saturday, was eligible.
Mr Richards stated that Garter had been ten or eleven days in the district. The Chairman pointed out that the rules .stipulated that a player must be resident in the district for 14 days before being allowed to take part in a game. He asked if Mr Ryder was lodging an objection to the player-in question. Mr Ryder: 'The players seemed to think he was an outsider. The Chairman read the rule, which, in addition to making the residential stipulation, set out that a new player must be elected a member of a club seven days prior to the match, and that seven days' notice of'-this mu.se be given to the secretary of the Conn- ■'• cu. •■■•':•■'.'" ' ■ '•' ; Mr Richards promised to make in- :; quiries into Carter'g qualification. WRONG JERSEY. A referee's report was received that a Miranui player was attired in a wrongly coloured jersey on Saturday. A fine of 2s 6d was imposed on the club. BUSH REP. GAME. flhe matter of securing the appointment of a referee for the Bush challenge match for the Bebbington Shield, to be played at Levin on Wednesday, ', July 25th, was left with the .secretary. Mr Ryder was appointed manager of the Horowhemia team. RANGITIKEI THIRD REPS. The secretary was requested to write again to the Rangitikei Sub-union in an endeavour to arrange the third grade rep. match, which is a return • game due to be played in the Ho.rowhenua district this year. The next meeting of the Couneil was fixed for Monday evening,
