COUNCIL ARRANGES REP. MATCHES.

ME RYDER NOMINATED AS MANAGER FOR SOUTHERN TOUR.

The weekly meeting of the management committee of the Horowhentfa Rugby District Council was held in the Wistaria Rooms, on Tuesday, there being present: Messrs W. Hannan (president), L. McDonald (Wanderers), W. Phillips (Referees), G. Mitchell (Shannon), E. M. Ryder (Wanderers), W. S. Joyce (Weraroa), S. Hooper (Weraroa), J. W. Procter (Hui Mai), A. Richards (Shannon), J. W. Rimmer (treasurer), and J. Casey (secretary). An apology for absence was received from Mr F. Robinson'(Foxton). CHARGE AGAINST A COACH.

Mr Mitchell stated that the case of Mr Kere Carter, coach of the Shannon team, who had been reported by Mr Henry Hemi, referee in the Shannon v. Wanderers third grade match at Prouse 's Paddock on June 16th, for having allegedly disputed his decisions and used obscene language, was, in accordance with the Council's instructions, brought up at the last meeting of the Shannon Club and a motion was passed that the club regret the incident very much. Mr Carter had not appeared, at that meeting, but the club would interview him and ensure that such ; an incident would not happen again. The chairman stated that the occurrence was _on a private ground, and the incident? should not be passed over until Mr Carter appeared before the Shannon Club. The Council had power to suspend him, as the ground was a private one. In the meantime the Shannon Club should deal with him, failing which the Council would do so. On the motion of Mr Procter, seconded by Mr Ryder, it was deeided that the case be held over until the Shannon Club deal with Mr Carter. THE SOUTHERN TOUR.

With reference to the Manawhenua southern tour, a letter was received from Mr C. D. Fraser, secretary of the Combined Union, stating that it had been decided, before making the appointment of manager, to ask the Manawatu and Horowhenua Rugby Councils to make inquiries and furnish a list qi those persons available, together with a report on them, before the Union's meeting on July 11th.

The chairman said he had understood, from the Union's resolution, that they wished this Council to nominate a manager, and report to the Union. He had much"pleasure in proposing Mr E. M. Ryder as the Council's nominee. He added that he thought that all the members would bear him out in the opinion that a good man for the position was being nominated. The motion was seconded by Mr Phillips, and carried unanimously. TARANAKI MATCH IN LEVIN. A letter was received from the Manawhenua Union making inquiries as to hotel accommodation available in Levin for the Taranaki team, in connection with the match against Manawhenua, which is to be played at Levin on August 29th. The Chairman explained that the district was only entitled to one Combined rep. game in four, and had been allotted this Taranaki match; but if Wellington challenged, the Council might raise the question of having that match also played in Levin. The Taranaki game was an extra one which was being given to the Union by Taranaki, presumably on the way back from Wellington. The secretary was instructed to ascertain the tariffs at the two local hotels and communicate the information to the Manawhenua Union. THIRD GRADE PRACTICE GAME. Permission was granted to Hautere and Wanderers thirds to play a practice game-on Prouse's paddock at 2.15 p.m. on Saturday; the Council to take no responsibility for injured players. INSURANCE AND CLASSIFICATION The Chairman referred to the question of insurance. He thought that the Manawhenua Union were going to have a separate insurance scheme. In regard to practice games-under this Council, it ; should be definitely set out in the rules sthat the Council would not accept responsibility with reference to insurance. This stipulation could be added to the r rules by means of notice of motion for the annual meeting. The matter of classification of playsers under the Council was also alluded :to by the chairman. The present rule iprovided that a senior player was one who had represented any union in sendor football within the last two years, or who had played more, than twice in' senior contests during the past or present season. He thought that the provision with regard to playing as a rep. in the last two years should be deleted, and that the words "during the past or present season" in regard to senior play should also be deleted. Any man who had played senior football would then be covered by the rule. On the motion of Mr Ryder, a sub-' j committee, consisting of the chairman, the secretary and Mr Procter, was set up to consider the by-laws in regard to insurance and classification, and report to the management committee. RANGITIKEI MATCH AT FOXTON. Mr F. Robinson, in a letter in which he apologised for his absence, mentioned that the ground at Foxton, which would be required for the match between Horowhenua and Rangitikei on July 7th, was fenced on one side only, and would require to be fenced on the other side. It was decided, on the motion of Mr Ryder, that the secretary write to the Foxton Club calling upon them to fence the ground and mark it to the satisfaction of the grounds committee and report when it is ready, which must be three days prior to the rep. game. SHANNON SERVICES. Mr Ryder stated that the Shannon Club should be congratulated on the I way they had marked the ground for last Saturday's rep. matches. The

Council appreciated the received from the Shannon delegates. It was resolved to write to the Shannon Club expressing .appreciation for the services rendered.

The committee also decided to sent to Messrs Moynihan Bros. a letter thanking them for their kind invitation to dinner, on the evening of the rep. matches.last Saturday, toithe management committee of the Council, and Horowhenua rep. players delayed in Shannon. RECORD OF SHIELD GAMES.

Mr Casey introduced the question whether the names of winners of the Bebbington Shield should be t engraved on plates on the Shield. He suggested that a record of the.games be kept in a separate book, or on a sheet of parchment to be attached to the back of the Shield. He pointed out that, in bowling circles, there was no engraving on the Dixon Club except when it was won three times by the same team, but every game was.entered in a book accompanying the trophy. '. The chairman pointed out that the rules prescribed that every win should be recorded on the. Shield. He suggested that the Council should get in touch with the donor, of the' Shield. The committee resolved, on the motion of Mr Ryder, seconded by the chairman, that the secretary be in-, strueted to procure a book to keep a record of the games played for the Shield; and that the holders of the Shield for the time being be instructed to communicate to the secretary of the Council the result of matches played for the Shield. REFEREE FOR RANGITIKEI MATCH. Mr Phillips handed in a reply received by the Horowhenua Referees' Association from the Wellington association to the request for -the names of .members available to referee the Horo-whenua-Rangitikei match, the Wellington secretary stating that the Rangiti,kei Sub-Union had previously made a similar application and that the names had been submitted to that body. The names were those of Messrs Benson, Brown and Scott. It was resolved, on the motion of Mr Procter, seconded by Mr Hooper, that the Rangitikei Sub-Union be notified v that this Council appoint Mr Scott as referee for the Bebbington Shield match. NOAD SHIELD. The secretary stated that he had received a note from the Levin Convent '; School asking on what conditions the ;Noad Shield would be contested this year. The chairman said he would like the .conditions of this Shield to -e brought down as soon as possible; and the meeting decided, on the motion of Mr Ryder, that the district branch of the Educational Institute, be asked for ths conditions, so that they can be approved at the next meeting of the Council.

DANNEVIRKE AND BUSH GAMES

FOR LEVIN

Challenges for the Bebbington Shield were received from the Dannevirke and Bush Unions.

The secretary stated that, in former years, with regard to the Bebbington ■Shield, the Council had given its Saturdays away and played the game on a Wednesday; but it had been understood that it would be played this ;year on a Saturday. The Council should generally arrange as much club footiball as possible; but this season they should ask the club players to stand down for a Saturday or two, to enable !the Council to take full advantage of ,the Bebbington Shield. . He would limove that the Dannevirke match be hplayed on July 21st, at Levin, and the Bush match on July 28th, at Levin. In regard to the return match against Manawatu, he would oppose Iplaying any game on a Wednesday before a Saturday rep. game. He proposed that the Manawatu return match ;be played on Wednesday, August Ist. That would be three days before the combined team's departure for Wan;ganui and ten days before,they left for the south. ;

Mr Ryder seconded Mr Casey's motion with respect to the Dannevirke and jßush matches. SHANNON ASKS FOR BUSH GAME. Mr Richards moved as an amendment that the Bush game be played at Shannon. He remarked that this would leave the Dannevirke game to Leyin, which had also been granted the combined match against Taranaki, and might possibly obtain a Ranfurly shield game. "You cannot convince me," Mr Richards added, "that Shannon is not entitled to another rep. game. We have had good gates in the past. There is no stand at Shannon, but that is not much of a drawback as regards gate receipts, and we have as good a giound as any in the Union and I think we will get as good a gate there as in Levin." Mr Mitchell seconded the amendment.

The Chairman: It is just a case of taking a stand, and I think we owe a lot of appreciation to Shannon for-the way in which they managed the Manawatu game last year and this year. I would like to point out, however, that there is a game going to Foxton and a _j?ame has already been played in Shannon —two games in fact. Those were the only two prospective games this year, outside the Maori-Pakeha match, which was played on a Wednesday to help the competition. I am sure that all the members belonging to ' Levin will support me when I say that we try to do our duty as far as outside clubs are concerned; but we have given away quite a lot this year, in the game that, we gave to-Shannon and the one that we gave to Foxton, which were the only two prospective games that we had. If we lose the Bebbington Shield, we don't get a .game in Levin outside the, game allotted to us by the Manawhenua Union. Doos not Shannon think that we have done our duty to it by giving it the game we we're assured of? I heartily endorse the motion that the games should be played in Levin. Who is going to say that the game will be won in Levinf Prior to that, can you'say that the game

will be won in Foxton and that wo will get the.game in Levin? We are taking a risk in regard to the game in Levin. Don't you think we are entitled to the two games? Mr Mitchell: Why are you making the fixtures now if there is a risk of losing the first game? The Chairman: We have to reply to the challengers and state where the games are to be played. Mr Casey said that the question, in his opinion, hinged upon the convenience of a grandstand. If he were asked where he would like to see the Bush match played, he would just as soon go to Shannon; but at Shannon the Council was dependant very largely on a fine day.

Mr Ryder said that Shannon had had the choice of the Bebbington Shield match or the Manawatu match, and had chosen the latter. If the Council could see its way clear to give a match to a club.that had never asked for a rep. fixture and had been a jjreat supporter •to th's Council,-he wo ..id favour Hui Mai. Shannon had the benefit of being close to Palmerston, where most of the matches were played. The people in the southern end of the district had not many, opportunities of seeing rep. fixtures, and it was a long way for the "young fellows, such as the thirds, to travel to Shannon to see a match. Mr Rammer remarked that the Council had had a very lean season. The takings in Levin to date had been £67, including £ls from the Maori-Pakeha match; and at Shannon £65, including £25 from the Manawatu game. The amendment was lost, only the Shannon delegates voting for it, and the motion allotting the two fixtures to Levin was carried. NASH CUP ROUND.

The chairman said he would like to see one complete round played for the Nash Cup, which was previously a knock-out competition, the defeated teams dropping out. His suggestion would keep all the teams in the game. -It was resolved on the motion of MrCasey, seconded by Mr Hooper, that one round be played for the. Nash Cup, and that entries close on Monday, July 2nd.

Permission was granted to Shannon and Foxton thirds to play a curtainraiser to the Rangitikei match at Foxton on July 7th. Mr Les. McDonald was appointed manager of the Horowhenua team to meet Rangitikei. A diseussioir took place as to the best date for the Manawatu- return match to be played at Palmerston; but no finality was reached, a motion that the match be played on Wednesday, July 18th, being lost and the quest ion reserved for consideration. at the next meeting. FIXTURES FOR SATURDAY. The district Rugby iixtur.es, with grounds and referees, for Saturday next, are as under: —- Senior.—Foxton v. Hui Mai, at Foxton; W. Neville. Shannon y. Weraroa, at Levin, P. McLeavey. Junior. —Paraparaumu v. Weraroa, at Weraroa; E. Bevan. Maungatuku v. Hui Mai, at Waikanae; T. Parata. Foxton v. Shannon, at Shannon; R. Sands.

Third Grade—Foxton v. Weraroa, at Foxton; D. Cole. Shannon v. Tokomaru, at Miranui; T. Jiokika.
