RUGBY FOOTBALL.

HOBOWHENUA DISTRICT COUNCIL

The weekly meeting of the management CQmmittee of the Horowhenua Bugby District Council was held in the Wistaria Booms on Tuesday, there being present: Messrs W. Hannan (president), A. Richards (Shannon), M. Winiata (senior selector), W. Phillips (Referees), S. Hooper (Weraroa), H. Hutchins (Foxton),- J. W. Procter (Hui Mai), W. S. Joyce (Weraroa), E. M. Ryder (Wanderers), G. Mitchell (Shannon), L. McDonald (Wanderers), F. Robinson (Hautere), J. Casey (secretary), and J. .Rimmer (treasurer). MAORI-PAKEHA MATCH. The secretary reported having received the rep, jerseys donated by the Manawhenua Union, for use in the Maori-Pakeha match. Mr Winiata said that the President and himself would like to see another club match played before selecting the teams for the Maori-Pakeha game, set ■down for Wednesday, June 13th, at Levin. The only club matches before that date would be on June 9th. This would afford an opportunity of selecting the best teams to put in the field. It >vas resolved, on the motion of Mr Procter, seconded by Mr Mitchell, that the selector be. allowed until June 9th to publish the teams for the Maori-Pa-keha match. Mr Procter was appointed manager of the Maori team, and Mr Robinson manager of the Pakeha team. PLAYER SUSPENDED PENDING FURTHER CONSIDERATION. Mr P. MeLeavey, of Levin, referee in the junior game Hui Mai v. Maungatuku at Manakau on Saturday last, ed the rep. jerseys donated by the to order off the field W. Bailey, a member of the Maungatuku team after warning him for disputing the referee ’s decision. Mr MeLeavey reported that Bailey abused him later in the game and used obscene language, and that as he (the referee.) was walking off the field Bailey attempted to assault him, and what might have beeh a more serious charge was averted by a spectator. -■ Mr MeLeavey attended the meeting and stated that Bailey criticised the decision given, by the speaker who oil, one occasion had to warn him. Before the game started, the referee warned the players about talking and using obscene language. He alleged that Bailey, during the match, accused him of having £5 on the game and used bad language. When ordered off, he said that he did not care whether he played football any "more, and also remarked that he would attend this meeting to eefend his case. After the game he took his coat off, and the speaker advised him not to commit an assault, as in that event the case might g 9 to the Court instead of the Rugby Council. A by-stander interfered and prevented any assault taking place. An hour after the match, Bailey came to the referee and apologised. The player in question did not put in an appearance at the meeting. The Chairman said that Bailey could be suspended until such time as he appeared before the Council. The Secretary stated that he had written to the secretary of the Maungatuku club, informing him that, if Bailey did not attend the meeting, the case would be determined in his absence. On the motion of Mr Procter, seconded by Mr Robinson, it was decided that the matter be dealt with at the next meeting of the management committee, to be held on June 12th; that Mr MeLeavey be asked to attend, and that, if Bailey does not appear, the case be determined, and that he be suspended in the meantime. SUSPENSION FOR THREE MATCHES.

Mr W. Neville, of Foxton, wrote reporting that, in the junior match Shannon v. Foxton, at Foxton on Saturday last, he ordered a Shannon player named Mason off the field for continually disputing his (the referee’s) rulings and remarking to his fellow players that they were playing 16 men. The writer added that he had given the lad a warning early in the game. The Shannon club, through their secretary, Mr G. Mitchell, forwarded a letter protesting against' the ruling of the referee in the junior match, Shannon v. Foxton. The protest, the letter stated, was against the rulings (1) in ordering-off Mason and (2) in not awarding a try to the Shannon team but a five-yards serum when, it was alleged a clear try was scored by a Shannon player-namely White. The Shannon club asked that the match be re-played at Foxton. A protest fee of 10s was enclosed.

The referee did not attend, but Mason was present, and, after being examined, he was suspended for three playing Saturdays, the suspension extending to June 25th.

After a discussion of the Shannon club’s letter, the Chairman having ruled that there was no appeal against a referee ’s decision on question of fact, the protest was withdrawn by the club’s delegates, and the committee agreed to refund the protest fee. Mr R. Hornblow, secretary of the Foxton club, wrote applying for permission for the Foxton thirds to play Selwyn fourths (Wgton) on the Foxton racecourse on June 4th.

The application was granted, on the motion of Mr Procter, with the proviso that the Council’s insurance scheme shall not apply to the fixture.

FOXTON PLAYER DISABLED FOR

SEASON

Intimation was received from the Foxton club that H. Taylor received head injuries in the senior match against Shannon on May 5 and would be unable to take the field again this season. An application was made for a pass to be allowed the injured player, but the committee was unable to grant this, as he was not covered by the insurance sehemc. GATES AT FOXTON. The Foxton secretary reported by let-

ter that aivrangements had been made for the supervision of gates, and that the takings would be remitted to thie committee prior to its weekly meetings. Mr Hutchings stated that provision had been made for checking the roll of tickets immediately after each match. THIRD GRADE CUP. M P. Middleton, secretary of the Paraparaumu club, wrote with reference to the third grade cup, stating that the base was being sent to Wellingtoh to be engraved, and the cup would b'e returned to the committee on the next visit of the team to Levin. CLUB SECRETARIES.

Notification was received from thie Maungatuku club thafc Mr D. I. ■ Cross had been appointed secretary. Mr Joyce reported that Mr Bull had been appointed secretary of the Werdroa club. / REP. MATCH REFEREES.

The Manawhenua Union wrote asking to be supplied with a list of referees available for repiesentative matches, so that the names could be forwarded on to the N.Z. Appointments Board.

The Chairman stated that the N.Z. Rugby Union had taken up a position for which it might possibly be called to book by the Referees’ Association. The N.Z.R.U. Had asked that the names of referees be submitted to it, to be confirmed by the Union. The parent body wanted the other Unions to be thoroughly satisfied that the names submitted were those of capable referees. It would be for the, loeal Referees’ Association to make its nominations.

Mr Phillips stated that two names had already been sent to the N.Z.R.U; On being asked by the Chairman for the nominations, Mr Phillips stated that, they were those of Messrs T. Parata and E. Bevan. It was decided, on the motion of Mr Ryder, that these two names be submitted to the Manawhenua Uniob; for transmission to the Appointments Board. ! REFEREES EXPENSES. ■

A scale of travelling expenses for referees to certain parts of the district was fixed, as follows: —Shannon and Manakau, ss; Paraparaumu. and Waikanae, 10s.

SEASON TICKETS FOR REFEREES On the Chairman’s motion, it was resolved that it be a recommendation to the Referees ’ Association that any active member who does not referee more than three matches shall not be given a season tickot. The secretary reported that most of the Council’s trophies had been returned to the care of the Council. The committee authorised the secretary to obtain prices for engraving the trophies, with power to act. < TRANSPORT OF REP. PLAYERS. Mr Robinson informed the meeting that Mr S. Austin had kindly offered to convey to Levin the Foxton players who would be engaged in the MaoriPakeha match. Mr Richards said he thought he could make arrangements for the free transport of the Shannon players also. A’ vote of thanks was passed to Austin and Richards for their offers. THIRD-GRADE CURTAIN-RAISER. Air Mitchell asked if the third grade match, Shannon v. Wanderers, set dowrl for Saturday, June 16th, could be played as a curtain-raiser , to the Maori-Pakeha match on June 13th. The Shannon thirds were agreeable to assemble at Levin at 1.30.

The suggestion was supported by Mr Richards.

Mr Joyce moved, and it was. carried, that the secretary communicate with the Wanderers club to ascertain if it would be possible for its thirdgrade team to play Shannon thirds on the date and at the time named, provided that the ground is in suitable condition for two matches.

MIRANUI GROUND. ,

Mr Mitchell stated that the Miranui ground was not in proper order. The marking was not good, and there were no flags set Up; a goal-post was out of repair, and the dead-ball line was not marked.

It was decided, on the motion of the Chairman, that the club be written to, drawing attention to the state of the ground, and calling upon the club to mark the dead-ball line for an equal distance at each end. A WEDNESDAY MATCH. An application by Mr Joyce for the Foxton Wednesday team to play the Levin Half holiday team to-day on the Levin Payk Domain, was granted; the Council’s insurance scheme not to apply to the match. CLUB COLOURS ESSENTIAL. V Hooper reported that three members of the_ Paraparaumu club playing last Saturday were not wearing the club colours.

The committee resolved to fine the club 7s fid, being at the rate of 2s fid for each player wrongly attired.

REFRESHMENT BOOTH

An application made by Mr Richards, on behalf of the Shannon club, for permission to run a refreshment booth on its ground on the occasion' of the llorowhenua-Manawatu match on June 23rd, was granted.

The advisability of arranging for a better distribution of referees over the club fixtures was suggested by Mr Joyce, who stated that, oUt of six games played by the Weraroa club this season, four had been under the same referee. The Chairman suggested tliat Mr Joyce approach the selectors or the Referees * Association. He added that, as the Council had handed over the sole control of the referees to the Association, he was not in favour of issuing directions to that body. INCIDENCE OF REP. FIXTURES. Mr Ryder brought up the question of lower-grade club matches in relation to the dates fixed for representative games, contending that the competition in this respect should not be suspended. The subject was set down for consideration at the next meeting of the committee.
