TWO POINTS OP VIEW. NEW TOBACCO REGULATIONS, There are two sides to every ques tion and the new regulations in regain to the sale of tobacco are causing r considerable flutter in the rctai dovecotes.
On the one hand' there is the point of view of the tobacconist who declare that the sale of tobacco should be. re gulatpd by definite hours, and "on the other hand there is the small shop keeper whether in city or suburbs, wh< wonders why he should not bo'allowed to sell a packet of cigarettes to hicustomer. Thirdly (not that his poifi' of view should be considered at aP) comes the humble customer who wonders why it should be a crime to pur chase a packet of cigarettes when he comes out of his picture palace, hicircus or his dance hall. It was with the idea of coinciding these different views that a Press representative sallied forth recently. Here is the tobacconist’s view: ‘‘The new regulations make for fair play and they mean, simply, that no private shop keeper shall be allowed to undercut the 'tobacconist. This is a fair proposition and I think all fair-minded people will agree with it. The new regulations are fairly balanced. They mean that those who close ton Saturday can keep open till nine on Wednes day. Those who close on Wednesday can keep open till nine on Friday, apd ten on Saturday; and those who close on Saturday can keep 'open till ten on Friday. It puts all sellers of tobacco on an equal footing.” Now for the point of view of the small suburban shopkeeper. "Why,’'' asks he, “should it be an offence for me to give 'ono of my customers a packet of cigarettes after eight o’clock? The law is supposed to be wise, but as far as I know there, is no law to prevent me making a gift of a packet of cigarettes to my customer and him coming in next day and paying me for it. ” Thus both points 'of view are at present being freely debated.
