BOROUGH COUNCIL
FORTNIGHTLY MEETING.
The usual fortnightly meeting of the Shannon Borough Council was held in the Council Chambers on Tuesday evening. Present: Crs T! C. Thwaites, W. H. Gunning, E. Downes, B. J. S. Spencer, Jas. Richardson, J. Curran, jun., and J. Curran, Ben. Owing to the -absence of the Mayor (Mr. E. Butt), who was in Wellington attending the funeral of' his brother-in-law, Mr. Bradley, Cr. Thwaites was elected to the chair. CONTRIBUTION TO NEW BEIDGE AND EOAD APPROACHES. The following letter was received from Mr. T. W r . Furket, chairman of the Main Highways Board:—ln- connection with the construction of the new bridge over the Manawatu river and new approach roads therto, towards the cost of which your Council has agreed to contribute one-twelfth, not exceeding £BSO, and £SOO respectively, I enclose herewith a copy of a clause which Avas included in this year's
■ Local Legislation Act enabling your Council to raise the necessary funds by special order. As the contract is well under way, and the Board desires ' if finances will permit, to put the construction of the approach roads in hand before the end of the financial year, it would be pleased if you would make vour subsidy available at an early date. ' !
On the motion of Cr. Curran, jun., the Town Clerk was instructed to communicate with the County Councils interested and the Manawatu Highway Board to see if the money could all be raised in one lot. EXPLOSIVES ACT.
A copy of the regulations under the Explosive and Dangerous Goods Amendment Act, 1920, was received. PETROL TAX.
A circular was received from the Main Highways Board stating how it is proposed to allocate the reycuue derived from the petrol taz. In small boroughs with a population of 6000 inhabitants, through which continuations of Main Highways pass, these will be declared to be Main Highways and will receive the full benefits of the Main Highways Act; their share of the total funds being equal to 4 per cent. EANGER'S REPORT.
The ranger (J. Swindlehurst) reported that since his last report he has impounded three head of cattle and ont horse, and he had found one horse and one cow wandering which he had returned to the owner.—Received. - • SWIMMING BATHS.
The question of dealing with the raising of the loan for swimming batht was held over until the Council can get some definite information in connection with the construction of thi main highway through Shannon. WATED SUPPLY:

In vestigation had been made and it found that in the street where the com plaint came from three different per sons had their taps running full-on al day supplying water to tubs. He sai••:, this sort of thing was unfair to othe. householders. There was ample watei for everyone if people would only us common sense in using it. Where peo pie are required to use a lot of wate; the by-law should be enforced to comipel them to put'on ball-cocks., The Town Cleric stated that they had a by-law giving the Council powei to prosecute persons wasting water. Cr. Curran, sen., moved and Cr. Ric hardson seconded that a notice be ad vertised that any person allowing tap; to run and wilfully wasting borougl water will be prosecuted.—Carried. GRANDSTAND ON DOMAIN.
Cr Thwaites reported that a move ment is on foot to endeav.our to fine ways and means to erect a grandstant. on the Domain. The idea is to get «• joint and several guarantee, or an in dividual guarantee of the finance, ano that the Borough Council be the con trolling body; the money to be pak off from revenue derived. An estimate of the cost is beingjjprepared, aiu when this is ready it is proposed U hold a'joint meeting of the committee! of the different sports clubs interested In all probability he said, the Council may be asked to subsidise the proposal to'some extent, as' ; when paid off the building would be a big asset to the Council, as, for instance, where the Couneir-at present only get a rental of £8 per season.from the Horowhenua Rugby Union, ,they would be able to ask a much higher rental; also, such a stand would be of great, benefit to the public. He said he. would like two representatives from the Council to be appointed to attend the joint meeting. On his motion Crs Curran, nvn, ano Downes- were appointed. GENERAL. ■'.
Mr. J. Swindlehurst was appointed dog-tax colloetor. It was decided that a penalty ot it per cent be imposed on all rates unpaid after January 3lst, 1928. In reply to Cr. Richardson the Town Clerk stated that .the Cemetery Committee had a credit of £l7 2s bd on December 31st. ; It was resolved that the doors and windows of the pavilion at the Domain be. put- in repair and a strict watch.kept for. offenders damaging the property.
