RUGBY CONTROL.
HOROWHENUA DISTRICT COUNCIL. MANY MATTERS DEALT WITH. The management committee of the Horowheuua Rugby District Cou "' ;;1 met in the Wisteria rooms on Tuesday evening, there being present: Messrs J. W. Procter (presiding in the absence of Mr J. J- O'Connor), M. Wmiata (selector), M. Ryder (Wanderers), T Wriglev (Kuku), J. W. Robson (Mir. anui), A/Richards, (Shannon), J. Casey (secretary), and J. W. Rimmer (treasurer). Leave of absence was granted to Messrs J. 3. O'Connor. 1 . Robinson, W. Joyce, and W. N. Anderson. A FRIENDLY GAME. A letter was received from Mr. Wilkinson, secretary of the Wanderers Club, suggesting that a friendly match be played on a suitable Wednesday afternoon, tickets for which would be sold by the Wanderers and Hui Mai clubs.—l l was decided that the use of the Park Domain be granted for the match, which will be controlled by the two clubs. Players in this game will not be covered by the district insurance scheme. LOVER-GRADE REP. GAMES The secretary reported that he applied to the Wellington Rugby Union for games for the Horowhenua juniors and thirds, and suggested August 27th as the date for the latter game. The Union that they were arranging with the'Manawhenua Union in regard to junior and fourth grade matches. The Wellington juniors would be playing against Canterbury, and their thirds against Nelson. The Manawatu Council had suggosted that the Wellington fourths play'the former's thirds. The Wellington Union suggested that the Horowhenua Conner, get in touch with Manawatu in regard to a suitable date for a match in this district. , . -, " Mr. Ca?ey remarked that people nad been writing to the Manawhenua Union funking they were dealing with Horowhenua. His letter was sent in a week before Manawatu \s communication. Mr. W. N. Anderson had suggested to him that thi.-s Council apply for a ruling on the question of whethei the Manawhenua Union controlled football in al! its phases in this district oi only senior rep. games. That was a good idea. Mr. Robson: I think it is a matter that has been dealt with by the Manawatu Council, and I w don't think the combined Union have" been able to d<. justice to the position. It is a crying shame. There is a junior game going begging there; and nobody wit) deny that there is nothing that help; football more thanvflie juniors getting into big matches. Mr. Rimmer: The combined Unioi. seem to be concerned with those game: that are going to give good returns. Mr. Cagey: They have not supporter football here at all. Mr. Winiata: They want the finance. The Chairman: At the expense oi the lower grades. Mr. Ryder said he had heard tha" the Manawatu Council had a piece oi land in Palmerston and were after inoii- ! ey to turn it into a playing ground am erect grandstands. Mr. Robson: That is -right. The ground is there and is being developed It is in Park Road, down towards tin Esplanade. PROTEST AGAINST DELETION OI JUNIOR REP. GAMES.
Mr Casey moved and the Chairmai. seconded, that a protest be lodget against the ruling of the ManaAvhemu Union in regard to not playing juniorep. games. Mr. Eobson: Sooner or later there has to be a fight over this, ajnd the sooner it starts the better. < The motion was carried. ■ POWEES OF COMBINED UNION. The secretary stated that he hac wished to* ascertain under what ruh he could call a special meeting of tin delegates to the Maiiawhemia Union. He wrote to their secretary, and receiv «d a reply stating that the presiden and the secretary had perused the rule and could not find authority for any body other than the Union to call i special meeting. Application woult have to be made to the Union and the circtances stated, and if tin Union were of the opinion that i special meeting was not necessary, tin business would have to wait till tin annual meeting. Mr. Casey adde( that the next move would be to apph to the Union for a special meeting. Mr. Eimmer: If they wash us out does'it necessarily follow that we an going to stand still? We can adop, other means.
Mr. Casey: We have more seuioi teams than they have. We should tell them that on account of having so many members in the Manawhenua team, we are entitled to equal representation on the Union.
Mr. Eimmer: It is going to cost us, for the rest of the season, from £IOO to £l5O in loss of gate money. We are swelling the gates of the Manawatu District Council. They are holding'the money they get at the expense of this Council, and it is not going into the combined body. It was resolved, on the motion of the Chairman, seconded by Mr. Wrigley, that application be made to the Manawhenua Rugby Union for a special general meeting of delegates, to amend the rules so as to give Horowhenua equal representation. EXPENSES ACCOUNT REFERRED BACK. A bill was received from the Manawhenua Union for £8 15s for the expenses of two visits by the local delegates to Palmerston to attend meetings. Mr; Eimmer asked if the combined Union did not meet its own expenses ■where its own affairs were concerned. He moved that the account be referred to* the Union, and that they be informed that this Council does not accept any: responsibility in the matter. / The motion was carried. A THIRD GRADE DEFAULT. Mr. Davis, referee for the junior
fixture, Shannon v. Miranui, wrote reporting the failure of Shannon to field a team. On the motion of Mr. Robson, seconded by Mr. Ryder, it was decided that the'Shannon club be written to, pointing out the inconvenience caused, and informing them that in any future case of the kind action will be taken against them for non-compliance with the rules.
TRIAL THIRD GRADE MATCH
The secretary reported that arrangements were being forwarded for the third-grade trial game to be played before the Oroua match at Foxton, the sides to be Wanderers-Weraroa-Awa-hou against Foxton-Shannon-Parapara-umu. He had written to the various clubs asking them to select their players.
CLUB MATCHES ON REP. DAYS. Mr. R. Hornblow, secretary of the Foxton club, wrote asking for information on the question of play or no' pla§ when Combined Union games are on. . His club wished to know why there were no games at Foxton on Saturday, July 23rd, seeing that games were played on the 16th. The Foxton club did not have a third-grade team in the field on the 16th because it was "thought that there were to be no matches on that day, and consequently they had to forfeit. As there were no games at Foxton last Saturday, he asked the Council to consider the question of having that match re-played. It was only owing to a misunderstanding that Foxton had no team on the field.
Mr. Robson said that wild rumours had been circulating in the districtas to club arrangements on days of Union matches. It was possible that false reports had got abroad at Foxton, asthey had done in the northern end of the district.
Mr. Ryder pointed out that, at the last meeting-of the Council, Mr. Neville, one of the Foxton delegates, took upon himself the blame for the mistake. In that case it should not have been necessary for the Foxton club to send this letter to the Council. Mr. Rimmer moved that the Foxton club be notified that Mr. Neville had accepted the responsibility for the nonplaying of the fixture. Mr. Casey: Should we play matches when combined games are on? Mr. Robson: Not junior games. I am not altogether in favour of playing senior games then. I was defeated on an amendment about it. How long was it since there was a junior game in this district prior to last Saturday? I have a junior team that is going pretty well, and I am trying to keep it up to concert pitch. We have not had a game since the one with Weraroa on July 9th. 1 thought we were dealing with the seniors only. Mr. Rimmer: The feeling with many is to give the juniors an opportunity of seeing good football.
Mr. Robson: How many juniors would travel from here to Palmerston to see a game? Mr. Rimmer: If we are to have no matches on rep. days we may as well shut up the show altogether. Mr. Robson: All the Palmerston games were played, last Saturday. There was a Combined Union game oil, and a senior rep. game as well.
Mr. Rimmer: Our football is strangled for the benefit of the combined games. On the motion of Mr. Robson, seconded by Mr. Wrigley, it was resolved that junior and third grade matches be played on the days of combined rep. matches. A PENALTY WITHDRAWN.
The Otaki club applied to have the fine of 10s. remitted, which was imposed after their first match because.one of their players was not wearing the proper colours. They pointed out that, owing to the club having been formed at the eleventh hour, as it were, a supply of new jerseys had not come to hand.
Mr. Wrigley said that the excuse was a reasonable one; and on his niot.on it was decided that the fine be .struck out.
OTAKI'S FORFEIT TO COUNTY. Reference was also made in the Otaki letter to the awarding of the. OtakiCounty match to County, owing to the Otaki team arriving late. It was suggested that the rule be altered to mean that a game .shall be played subject to protest by the team arriving in time; and that, on such protest beLtig upheld, that team shall be awarded he match; albo that the margin of time _orming the grounds of protest should >e stated, and due allowance should ■>e given to a travelling team. Mr. Eobson: We will always listen io reason. If there is any reason for a travelling team being late, we will deal with them with due leniency. Otaki do not appear to have made any explanation at all about being late. The secretary explained that Otaki were penalised by the referee awarding the game to County.
Mr. Rimmer: It was their own fault No action was taken. MATCH AGAINST OROUA.
A letter was received from the Oroua Sub-Union agreeing to the match for the Bebbington Shield at Foxton on Saturday, August 13th. The secretary stated that he had written to the N.Z. Referees' Association for a referee. He had also visited Foxton and seen Mr. Neville and Mr. Austin about the ground on the Racecourse, and they assured him that h would be in good order for the match. Mr. Ryder suggested that the Committee have power to change the venue from Foxton to Levin if rain renders the ground unsuitable for play. He remarked that if rain came on some days previous to the match, they would be left without a ground fit' for the game to be played on. Mr. Richards: The Foxton clubs ought to put the ground in for the match. Shannon did the same for the Manawatu match. The secretary stated that two other rep. matches would be played at Foxton on the day of the Oroua match. There would be the schools trial rep. game against the Wellington B team, and a third-grade trial. PLAYERS' INSURANCE. In answer to an inquiry by the
secretary, the Manawhenua Union wrote stating that any insured player injured in a ManaAvhenua rep. game would receive £1 a Aveek for six Aveeks from the M.R.U. fund. Mr. Casey explained that if players in the combined rep. games Avere insured with this Council, the Manawhenua Union Avould take over the responsibility. NOAD SHIELD. A request Avas received from the pub. lie schools for the use of the Domain on Saturday next for a seven a-side tournament for the Noad Shield. The series will last from 1.45 p.m. to 2.45, lea\ r ing the ground clear in time for the Weraroa v. Wanderers senior match. The application Avas granted. JUNIOR KNOCK-OUT. The following nominations Avere received for the junior knock-out competition for the Licensed Victuallers' Cup:—Weraroa, Foxton, Miranui, and Shannon. The draAv for the first round, to take place on Saturday next, resulted as follows: —Shannon v. Weraroa, at Shannon; Miranui v. Foxton, at Miranui. GRANT FOR SCHOOLS. I Mr. Rimmer stated that the Council receiA'ed a grant eA r ery year from the jST.Z. Eugby Union, on a fifty-fifty basis, usually of about £ls, for school football. This Avas generally forthcoming about June; but this year it had not arrived. ', It was decided to Avrite to the ManaAvhenua Union and inquire whether they had received the grant yet.
