"Wanted, Foreign Advisers to the "Chinese Government; salary, £2400 per annum, with free house, light fuel, etcl,, If this suppositious advertisement appeared in the leading tewspapers of the world there would, doubtless, be numerous applicants aspiring to advise China in respect to ••her relations with the various For'eign Powers. At first sight, the position would seem to be all* that •could be desired, the salary offered i? quite good and then, of course, there is always a certain stability about a Government appointment. But '-'there is a fly in the ointment" To the above suppositious advertisement an extra clause should be added which would read somewhat as follows:—"Owing to the financial straits had general bankruptcy of the Chinese Government, it is somewhat doubtful when or how the salaries of the foreign advisers will be paid, furthermore, these positions automatically terminate when a change of Government takes place and the incoming Government is in no way bound by the acts, agreements, and contracts of the preceding Govrnment. One of the foreign advisers —an ■Englishman—to the late Government at Pekin has a claim of approximately 28,000 dollars, representing 14 months' arrears of salary, against his employers. The matter lias been referred to the British Legation at Pekin, but. it is extremely doubtful whether the foreign adviser will get any satisfaction; apparently the gentleman in question omitted to advise the Government regarding the importance of meeting its financial obligations. '
