HOROWHENUA COUNTY COUNCIL.
„ JULY MEETING. The monthly meeting of the Horowhenua Gounty Council was held on Saturday, there being a full attendance of councillors. Gr. Monk was in the chair. CULVERT REPAIRS. •Mr R. A. MacDonald asked the Council to repair the culvert over the watercourse at his gateway, on Beach Road, Weraroa, as he intended using it shortly for heavy traffic.—Referred to the Engineer.
KOPUTAROA POST OFFICE. The Public Works Department wrote in respect to the approach to the new post office at Koputaroa, asking tlie Council to carry out the work at the Department’s expense. The Works Committee reported:— Your committee have requested Cr. Kilsby and the Engineer to inspect and report as to what further work is required to make a satisfactory approach to' the Koputaroa Post Office beyond the work requested by the Public Works Department. - Gr. Kils'by said six or eight feet should he taken off for a distance of a chain to widen the road and give more room between the Post Office and railway gates. FLOODED SUBWAY. The Ohau School Committee directed the Council’s atention to the fact of children, living to -the eastward of the railway, having to frequently climb the embankment, owing to the subway being flooded. It was asked that steps should be taken to obviate ■this danger. Gr. McLeavey suggested putting, in a lighter culvert to relieve the subway flooding. Cns. Catley, McLeavey and the Engineer were appointed to have the matter remedied! Cr. McLeavey drew attention to a 'broken culvert near the Ohau Store, and ,the Engineer was directed to have it repaired. A SPECIAL DISTRICT. Messrs E, J. Arcus, Read Bros.,' Best and Park, Bartholomew Bros., A. J. Hooper, and E. Vincent, ratepayers in the Wirokino riding and occupiers of property in the vicinity of the "Hokio Ford, petitioned the Council to raise a loan for the purpose of constructing a bridge over the Hokio Stream, in place of the present ford. Petitioners weie prepared to have their properties included in a special rating district, as security for the loan. —Referred to the Works Committee. WATER. AT SHANNON. The Public Works Department wrote with reference to Messrs Mitchell and Moynihan’s application for the supplying of water from the village supply at Mangaore. This will be given, subject, to the following conditions: The County Council, or farmers, to connect to the Department’s water supply pipes at a convenient point, and instal a valve on the outgoing pipe. Size of pipes, etc., to be subject to approval of the 'Public Works Department. Charges for an area under 20 acres and for house supply £3 per annum, 20 or 40 acres £4 per annum, over 40 acres £5 per annum. The County Council, or the farmers, .to bear the whole cost of connecting to the Department’s supply mains, ball cocks to be fitted to all points: of supply. The Chairman said the Clerk and Engineer had done a great deal of work in conection with the proposed special district. Advice had,now been received from one of the parties that the matter would probably not be gone on with. It was to be regretted that people should petition for a special district' and put the Clerk to a good deal of inconvenience and then discovered that they did not wish to go on. It should make the Council more careful how they dealt with applications for special districts. The letter was received. THE RANGING.
The County Ranger reported as follows: “Since mv last report, 1 have impounded 88 head of wandering stock. There are 25 cases to be held before the Magistrate’s Court at Levin on the sth inst.” With, respect to this report the Works Committee recommended as follows: “That the Ranger’s attention be drawn to the fact that more efficient service must be given to old offenders or steps will be taken to appoint another ranger.” Cr. Catley said he had been informed by one of the Justices who presided when a number of cases were heard recently that they had a difficulty owing to two and three charges being allowed to accumulate against one owner, with the result that he had to be treated as a first offender. Some of the chargee were two months back. The Ranger explained that the offences occurred within a day or two of each other. In one case there were two charges arising within three days and in, another three charges against one owner within five days. Then again wandering stock charges were held over till the Justices could deal with them. He reported all cases at once and the summonses were issued as soon as possible. Gr. Jensen said last month there were more cases brought before the Court and more impoundings than m any previous month, and there were still more informations to come, me coomittee could easily have ascertained that before passing thus recommendation. He could not therefore support the report which was too drastic and moved for its deletion. This was carried five votes to tour.
