SHANNON BOROUGH COUNCIL.

FORTNIGHTLY MEETING. The usual fortnightly meeting of the Shannon Borough Council was held on luesday evening. Present: His Worship the Mayor (Mr Murdoch) aim Crs. butt, curran, Roberts, Thwaites, Downes, Spencer, Richardauii and Hook. THE SHANNON BRIDGE. Advice was received from the clerk oi tiie Horowhcnua County Council that Mr Monk will be pleased to meet the Council on Friday at 10.30 a.m. to discuss the matter of a contribution, in connection with the proposed new bridge over the Manawatu. River. THE STOCK BY-LAW. From A. H. Richards, drawing the Council's attention tu the fact that he had received a summons for permitling his cows to. graze on the Borough road. He asked that the summons be withdrawn as he can bring witnesses to prove that cows were being driven by a competent person from one paddock la another. Be.also drew the Council's attention to. (he fact that at the last Magistrate's Court sitting he defended an action and the Magistrate dismissed the charge. Should this charge "go before the Court and the Magistrate dismiss it, he intends to take legal proceedings, against the Borough Council.—Received.

The Borough Ranger, J. A. Swindlehurst, tendered his resignation as Ranger, owing to pressure of other business.—On the motion of Cr. Downes, Mr Swindlehurst be asked to reconsider, his resignation." A DIVIDING FENCE. The Chief Postmaster, Palmerston North,, replying to a communication requesting permission ta remove the present dividing fence_ between the post Office and''"-Council 'buildings a further 18 inches on to the Department section, in order that the Council may obtain a right of way to the rear of their building. He stated that authority has been obtained for the granting of the application on the conditions stated, and the Public Works Department will communicate with the Council on the matter —A letter of thanks to be forwarded to the Department. FOOTBRIDGE WANTED.

From A. G. .Mason, Vance Street, asking that a footbridge be placed over the drain opposite! his residence. —Referred to the Road Committee. METAL TjUARRY.

The special committee set up to go into the matter of the proposed* stone quarry at Mangaore suggest that two men be engaged for say a week at a cost of approximately £lO and open up two faces at an oblique angle, one above the stone bluff and one below. This would give a good idea of how far back the stone extends into the hill,and hence the approximate quanmetal available. x To enable this work to be carried out the Mayor pointed out it would be necessary to get an extended option and the Town Clerk was instructed to. obtain a further option for a further six months. It was also decided that a definition of the boundary be obtained before any money is- spent. Also that Mr Monk be interviewed on Friday re the position ol the County Council's road. LIGHTING THE DOMAIN.

With reference to the electric lighting- of the Shannon Domain, Mr A. i\. Blackwood reported that the work was completed some time ago, hut owing to delay in receiving an account from the Horawhenua Power Board, lie cou-ld not- submit a statement before. The work had been carried out hi u very satisfactory manner and is a success as far as a training ground is concerned, although to his mind the side poles would be better placed a little nearer the playing area, but the Council was responsible for the present position. Some delay was caused in the installation owing the difficulty in procuring the right type of shade, but thanks- to the Engineer of the Horowhenua Power Board, he managed, alter considerable trouble, Jo procure a shade, though it cost ne'arly twice the estimated one which was selected from the catalogue. With reference to the installation lie mentioned that the great bulk of tiie work was carried out by Mr 'Meddings and his assistant, without much outside help, and the thanks of those concerned should be given to him for the time and labour lie put into the job, for he did not think the public realised the hours put in, which were given gratis. The Power Board's account for £36 10s 8d for material supplied was correct, and other materials such as lamp brackets and fittings were supplied by a donor gratis. Attached was an account from the Shannou Football Club £1 Is. It was clearly understood that such labour as pole erection was to be done by voluntary labour, and he did not consider the account should be included in the cost. The Co6t of running the five lights would be approximately 2s per hour, witli the 500 watt lamps. The account from the Horowhenua Power Board.was passed for payment and it was decided that the account from the Shannon Football Club could not be allowed and that the secretary's attention be drawn to the arrangement with the Football Club re providing labour. It was resolved that a letter of thanks be forwarded to Messrs Blackwood and Meddings for the services rendered by them in connection with the installation of the light. LIBRARY COMMITTEE'S REPORT. The Library Committee reported that at the end of the half year ending September 30th the membership

had increased to 46. For the six months the revenue amounted to £l9 14s 3d, being made up of subscriptions £lB 4s, and sale of books £1 10s 3d. This compared more than favourably with the revenue for the whole'of last year, which was £23 12s, especially when the,reduced fees are taken Into consideration. We have authorised the librarian to purchase uew 'bocks to the value of £5. We have also to. thank Mr Edwards, of Palmerston North, for a very generous donation of some 50 to 60 books to ihe Library and would ask that the Town Clerl; convey our thanks to Mr Edwards in writing. The Mayor said the committee were m i.e congratulated on the satisfac tory state of affairs and on his motion it was decided to forward a letter of thanks to Mr Edwards for his generous d ination. ROAD COMMITTEE'S REPORT.

The chairman of the Road Committee, Cv. E, Spencer, reported as follows:—Re the rubbish tip; The Mayor, and Cr. Curran have inspected a rubbish tip site on the Shannon-Foxton road. This is a good .hole toi receive any quantity; of rubbish and not within sight of houses and therefore will cause no injury to anyone. The work for the past fortnight has principally been road grading and the trimming of edges. This woirk is giving -misfactory results. The drag has been put in action. Slight improvements have been made to the drag, such as the fixing of a seat, and increased weight to the implement. When there is a coating 'of metal on the roads the drag is giving the required results. Metal; We suggest that arrangements be made for the procuring of suitable dumps in the borough and 50 yards of metal be carted out of the creek. This metal will then be available for patching when required. In the grading of roads and dragging operations, it is necessary to have the metal close at hand. As'authorised we have procured the necessarv concrete pipes and the work completed in Thompson street. Tar: We suggest thalj the Council order VI barrels of tari for repairing footpaths. The matter of making footpaths during the summer to re-, ceive the Council's attention. It was resolved to accept the rubbish tip site on the Foxtail road as recommended and.that-the public be notified that all tins must be smashed before being put -out. Resolved that the Road Committee be given power "to arrange for the carting of 50 Yards of metal and to ■procure suitable sites for dumps. The Mayor remarked that he hoped they would place the metal where it can be seen, otherwise it will be stolen.
