In my opinion' the greatest evil that Prohibition brings upon this country lies in its effects in nullifying our basic law by the method of loading down our Constitution with an unenforceable amendment. All these conditions are clearly demonstrated by the statistics in penology It seems to me that the true course for you New Zealanders to hold is laid by the Canadian Provinces, Manitoba, Vancouver, et al. They tried Prohibition for 7 years, found in it the evil so apparent ih the United Suates, abolished it, substituted regulations \for Prohibition and are living sanely, temperately and logically, ’while we in the U.
