FOOTBALL DELEGATES MEET.
OFFICERS FOR AMALGAMATION. Delegates front the Foxton, Hui Mai, Awahou, Moutoa, CoiiGty and Weraroa Clubs, us well as the schools, met last night at tire supper room of the Cosmos Theatre to elect four extra delegates on the Combined Committee which will meet in Palmersj ton North on August Bth for final selection of the combined Horowhen.uai Manawatu management conmnttee. The total voting power of those present last night was 23. In pointing lout that proxies must be signed by > the members concerned, the secre--1 tarv (Mr Carmichael) also mentioned ) that a list of delegates should be sent in before special and other meetings, for the guidance of the local committee.
The special general meeting was held lust night with the purpose of reading the rules and by-laws m connection with the combined unions, chief among which were the following;— ~, , “The district council will keep a register containing the player’s name, grade, name of team against winch he played, penalties and suspensions imposed, and rep. honours attained. “Each affiliated Club shall, prior to the 31-st December in each year, hand to the auditors a statement showing receipts and expondituie, the auditors will compare the subscriptions paid with the names ol the members supplied by the Club m their contest matches. The secretary will notify . secretaries of clubs oi any defaulters, who will not be allowed to play in any Council contests. . , ■ . “Secretaries of Clubs, affiliated with the district council, must keep a book wherein members must certify by signature their bona fide membership.” . , A. ballot was then taken lor tin four extra vice-presidents of tin Council, the filial selection being those of Messrs H. McDonald (for tinschool), Hannan, Peters and Frechtling. Several speakers remarked that they would like to see a better reptesentation from the southern end o: the Union, as at present there was no delegate front clubs south of ManaFollowing the special general meeting was the usual weekly meeting oi the management committee, comprising Messrs Rimmer (in the chair,, Procter, Anderson, Sloan, Dalzeii, Hutchens, Robinson, Robertshaw, McMillan, Carmichael, and the four newly-elected members (Messrs McDonald, Frechtling, Peters, and HanThe Manawatu Rugby Union desned to know whether the rep. players travelling to Palmerston North on the Bth August would proceed by train or car. It was resolved that the players should travel by the 10.55■ a.in. relief train from Levin, with Mr r. Robinson' as. manager. PLAYER SUSPENDED. Mr Sloan, the referee, during the senior 'Otaki—Shannon match at Otaki, reported that during the course of the game he had occasion to order Matthews, one of the Shannon team, off the field tor wilfully playing after the whistle had blown. Had the ground been a hard, dry one the player thrown might have sustained serious injury through the violent impact with the ground. It was stated that Matthews, who was a fast, heavy player, was about 15 yards from’ the ball when the whistle was. blown. Mr Robinson averred that the man-ao-einent committee should he prepared to back up the referees decisions and he, personally, did not think a referee would wilfully put off a man. There was no ill feeling, m this particular case, between referee and player, and he cotitld not imagine a referee giving such a decision unless there was some provocation, and he moved that Matthews be stood down for two playing Saturdays. Mi Peters recommended the forfeiture of one playing Saturday. Messrs Robertshaw and Hanna thought a severe caution would meet til6 C&S6. Mr Robinson said that would be a very weak-kneed action. Mr Robertshaw declared that to stand down a man for two games would be too harsh a penalty whereupon the secretary (Mr Carmichael; contended that Mr Robertshaw was 'not consistent in his opinions as had been prominent in declaring, during the recent Graham incident, that referees’ decisions should be up-
Mr Robinson said there had been, in the past, too much ol “playing the man” tactics and it must be stop pen and this could only be carried out by inflicting penalties for breach In denying the charge, Matthews declared that he was not more than two yards away .from the player he tackled, and, moreover, denied tiun file was anywhere near 15 yards away when the whistle was blown.
