THE NEW CLASSIFICATION

With reference to the Manawatu-osi-oma Jttver board’s classification lists prepared by -the classifiers, Messrs N. H. Mackie (Government valuer) and F ILav (engineer to t.li hoard), it lias been thought that the following explanation would prove of interest to tthe ratepayers concerned;—The betterments on all properties in the River Board district have been fust estimated on the assumption that tne works, contemplated by the board are such as to give absolute safety from flooding and perfect drainage. in three of the flve subdivisions, namely, Moutoa, koputaroa, and Makerua, the total betterments have been reduced for the following reasons: In Moutoa and Koputaroa drainage works, m addition to the works proposed by toe River Board, will be required befoie the lands in those subdivisions receive their full betterment. The cost pt such drainage works (has been estimated for each property, and the total betterments* first arrived at have been retUiced accordingly. In the Maherua subdivision the total betterments, weie originally assessed without consideration of the fact that works giving pro-

tection from floods and better drainage were in course, of erection by the Makerua Drainage Board. Theeflec of these works in giving Makerua benefit, irrespective of any toother works contemplated by the Inver Board was then taken into consideration, and the total betterments, reduced in consequence thereof. So far as Kairanga and Oroua. subdivisions. are concerned, these have been classified on the actual estimated betterments, as no amendments (as made in thq other threq sub-divisions) were considered necessary.
