HOROWHENUA COUNTY.
MEETING OF COUNCIL. Tlie Horowhenua County Council met on Saturday, Cr. G. A. Monk presiding. There were also present Crs. 11. Barber, J. Whyte, F. Ryder, R. Bryant, C. P. Jensen, G. Catley, S; ARroadbelt and .C. 'l. -Harkness. From the State Forest Service enclosing list of stock lor planting season 11X24.—Received.
From the uroua County Council advertising that the Committee set up to draw up a set of joint By-laws has now completed this work with the exception of portion relating to Public Health, as the Health Department was at present revising a set of model bylaws dealing with the subject. It was proposed to await their completion and lo include- them in the joint bylaw. A copy of the revised by-law was forwarded for title Council’s perusal and comments. It was asked to return same .with any suggested amendments or adidtions as soon as convenient. The chairman moved that a .committee consisting of Crs'. Catley, Broadbelt and the chairman, cierk and engineer be set up to consider the bylaws. It would mean ut least two days’ solid work to go through them. The motion was carried.
From the Department of Health advising that regulations providing lor the registration of eating houses were to he gazetted and asking the Council’s approval and the fixation of a lee. 'line regulations would give power to control private boardinghouses which were not now controllable under any act.—A fee of 10s was fixed. ' From the iMakerua Drainage Board asking whether the Council was prepared to accept the Board’s' offer that if the Council handed to the Board £2O, and the Government subsidy ol £250 was procured it would erect the bridge over the Kara stream.—Offer accepted, the chairman remarking that it must ibe .understood that no money would he handed over until the work was completed. Plans would first have to! be submitted and sent to the Government to get the. subsidy. From. Messrs Jickeli and Gilmour, engineers, stating that they had been instructed to get the plans for a bridge over the Tokomaru river at a new road near the Makerua Swamp, and on to Rngitane, and asking what were the requirements of the Council as regard minimum width, materials of construction and gradient of ramps leading to the bridge. The bridge would pass over the stop banks in a similar manner to that shown on the plans they sent the Council in' connection with me bridge on the Okuku road. The bridge proposed was for the A. and L. Seifert Co., who were large ratepayers to the County and of course they did not want to go to more expense than, was necessary. The chairman remarked that it might not be necessary to have an 18ft. bridge on this road. Cr. Barber pointed out that the bridge would, be .raised on a very high ramp and as the top would be visible from an approaching vehicle it would'’ he necessary to have the bridge amply wide. . •
The matter was left in the hands of Cr. Barber and the engineer. From C. W. Foster stating that he had been asked by the Land Transfer Office to provide evidence that the road fronting Lot 94, D.P. 464, Township of Ohau, recently subdivided by him, was a public road. He asked for a certificate bearing the seal of the Countv that public money having been spent on this road it is recognised as a public one by the Council.—The necessary motion recognising the road as a public one was carried. From the Levin Fire Board in reply to the Council, regretting that it could not permit the Brigade to attend fires outside the Levin Borough fire area for the reason that the Council does not see its way to contribute towards the expense of such services.—Received. From Mrs Flora McDonald, and Messrs C. E. C. Webb and Thomas Hannan, asking for the continuation of the formation of the road to their properties at Heatherlea. In winter it -was well nigh impassable. The chairman thought the matter deserved some investigation. He had not been aware that the. road was a public one. On his motion the matter was referred to Cr. Broadbelt and the engineer to report to the next meeting.
