The ' town generally .has a gradual grade in the one, direction, but has a niunn. her of depressions m different parts of tlie 'town necessitating careful survey work in order to avoid deep cuttings ior the sewer mains which of course makes the scheme more costly. By carefully carrying out such survey work and preparing tile reticulation scheme it is possible to provide a complete gravitation scheme which means (that the sewage could all gravitate to the one point for ultimate treatment and disposal if so desiretd. ; W© have, how/ev£iy in tlie scheme we propose to-.submit to' yam provided for two treatment tanks), one situated nejar the intersection 01 Thompson and Levin streets in such a position titiat the effluent can gravitate fronii ibhe tanks after treatment into the creek. Into this treatment p'lant we propose to discharge tall the aewage and polluted water-carried waste from all (the tenements in Margaret, Levin and Julyan streets, •and also fnoim tenements in .Pliiinimer Terrace, Bryce and Thompson streets. In this vicinity the ground falls very consideraibly in the direction of Graham street from each side and by (treating the sewage from the area separately deep cuttings, also very long lines of sewer main, will be avoided? thus making the scheme, less costly'than if wei attempted to gravitate to the one, tank. The other tank would 'be 'situated in the vicinity of the town pound gates at the end. p.Sheehan street, and Mthe effluent rwouild gravitate into the river in the vicinity of the bridge wlhich crosses the stream on Sheehaji street. Tins tank will receive the sewage from practically the whofle of the town anu also all that area which will ,be 'Ultimately built on when tihe town extends.
"Area jof Reticulation.—ln the; proposed scheme on which we nave based our ies.timate we have provided for mains 'to be laid in that area wihich it is desired to sewer'immediately ■capable of extension beyond Grand •and Margaret streets and -capable- -Of
carrying all sewage from an ultimate -population of from six to ten thousand persons as (before mJerntioned. The area we propose to reticulate at present is. all that portion of the town 'boimded by Gray, Grand, Margaret and Vance .streets, and Nathan Terrace, including all those tenements on both sides of all these streets, which. will gravitate into the treatment tanks constructed in the vicinity of the town pound yards. All those tenements on the southern end of (Margaret street, all those in Grabam and Juiyani streets, a few on the southern end of Plimmer Terrace and all those in the block bounded by Nathan Terrace,. Bfyce and Thompson streets will gravitate into the smaller tank placed at the intersection of Levin and Thompson streets. We have not provided for a very great increase in population in this area as it would appear that it is most likely that the town will extend in the direction of. Margaret and Grand streets.
"Ventilation.—We iiavt not provided for any ventilation other than that obtained from the educt ventilators placed.at the end of each line of sewer. Owing to the contour of the town,, it is not desirable to instal boundary traps which only make the scheme much more costly and an© tihe frequent cause of trouble fin sewer mains bottling up gases and causing blockages.
"Treatment Tanks.—<Montgomerie"Vilsen patent Oxidising treatment tanks'will be installed at positions, to 'be definitely decided later. We have provided in our estimate for & tank to be constructed in the vicinity of the town pound: to meet the require-, ments of the maximum; population of 1700 and the tank at the intersection of Thompson and Levin streets to be 'constructed to< meet these requirements of a maximum population of 400. These tanks '", if -constructed to meet these requirements will provide for an increase of at least 20 per cent.,

When it is necessary to make such provision it is only a (matter of constnuctionic) an additional ,set chambers at the site of the existing tanks which can be done at practically no greater cost than if done at present, perhaps it may Ibe less should constructional costs decrease. The MontgomeripNeiflsen tanks are, of eourse, capable of meeting the requirements of large numbers of people who might gather together for shows, races or other purposes without any difficulty whatever. The effluent can be discharged into streams without fear of any offence and stock could freely drink from streams into which the effluent would discharge. AH our tanks, of course, carry our absolute guarantee »& - from point of constructional sftalbility and treatment efficiency we bemg prepared to positively guarantee that the! treatment tanks will trent all sewage from the town without any offence or objectionable feature and to the entire satisfaction of the of HeaMi.
''We would be prepared: to cwry out the entire scheme as briefly outlined and finish it in a thorough -and complete manner giua.r.anteeing the efficient operation of thfei whole .scheme and' definitely uihcFeirtake to secure the approval of the Board of Health to the scheme for the price shown below. The maximum; cost of the scheme would he £12,900. We a're certain, that it'would not'exceed this sum, and on. going into thei matter thoroughly from proper date, obtained by a contour survey,, block and plot places, it would in all probability work out at a lower figfuire than the above sum. If youir Council is prepared to authorise us to prepare a Ml report, , plans and specifications, we would then be aMei to give yoii a definite tender for the complete scheme. We would ibe pleased if you would give this matter youir earnest attention and if possible let us knlow within the next month what you propose to do in this matter, we expect to We Dairying out a good deal of work in the Palmerston, North district in the near iutbure and it would be much better if we could go 'into this matter for you whilst such work is toeing carried out. Our professor NeilsOn and Mr Edmunds, our engineer,, would (be prepared to address public meetings if necessairy to assist in the flotation of a loan.
"Private JOrainiage and Plumbing. —We have made. exhaustive enquiries in the capital cities of New Zealand a? to the cost of plumbing and drainage and find that W.C.'® complete, labour and material, should not exceed more than £9 as an average price for ground floor work. Conveniences placed upstairs would of course cost more. Drainage, Labour and material should not cost more than 3s 6d per foot. Should we carry out the wdrk we would he prepared to do sO at 3s 3d per foot, laibcxur and material, and would undertake to get all the plumfbing work done at an average of not more than £8 10s per ground floor convenience, labour and material. ,
The Mayor asked that particulars of the size and kind oif pipes to be usfed be forwarded to the Council, also the profoaible cost of a survey for a more detailed report. It was decided to hold a special meeting of the Council on Monday evening to deal with the report.
