END OF HOBBLE SKIRTS. LONDON, Sept. 22. Paul Polret, the famous dress designer, asserts that the hobble skirt will not return. He is convinced that fashionable women value freedom of' movement more than elegance attainby discomfort: London doctors unite in pointing, out that the short dresses recently wo t rn are highly beneficial, in that they enable the wearers to walk freely, to improve their carriage. To obtain good complexions, walking is all important for women. The hobble makes walking mincing and self-centred and prevents proper exercise. Moreover, the faster and more, congested the. city traffic the greater the danger to hobbled women.
