HOROWHENUA COUNTY COUNCIL.

OCTOBER MEETING. The usual monthly meeting ol the Council was held on Saturday, members present being Crs. G. A. Monk (chairman), J. R. Whyte, H. G. Bryant, S. A. Broadbelt, J .McLeavey, H. Barber, F. J. Ryder and C. I. Harkness. CORRESPONDENCE. The Health Department reported that certain premises near Shannon were insanitary, and asked the council to serve notice on the owner to carry out certain improvements.—Notice + be served on owner. Mr T. R. Overton, Engineer to the Horowhenua. Power Board, formally applied lor the Council’s consent to construct and use electric lines in that portion of the county included in' the power district—Granted. Messrs. Best and Park wrote that they were desirous that part of Lindsay Road West at its intersection by the Kawiu Road extension be formed. They were dairy farmers there, and ‘ this road gave the only access, and though they did not wish to ask the Council to go to any great expense, it would be a great, benefit if the road were formed. They were prepared to plough the road and thus assist the work. The writers also asked permission to erect a gate across this road. Both applications were granted, 'he latter during the pleasure of the Council. Mr F. G. Roe, Weraroa, wrote stating that he was prepared to let the Council have sufficient land for connecting up the new road from Mrs Prouse’s land with the county road south of the Levin railway yards, the Council to pay all expenses. The chairman considered the offer should ha accepted. The Power Board was paying for the survey and it would be a great, convenience. The offer was accepted, Mr Roe to be thanked for the offer. Mr H. W. Eyes, Levin, complained that the water supply in one of his sections was unsatisfactory, and asked that the matter be seen to. —Gr Broadbelt and- Engineer to attend to matter. A letter from Mr Farquhar, surveyor, of Palmerston, re aj road and drain at. Makerua, was referred to the members for the riding and Engineer. Mr A. T. Birehall, Shannon, wrote offering to undertake the work of clearing the drain situated between the railway and the Tokomaru stream. Fie was out of work and would undertake the job. ' Received. Messrs. Coley Bros., Shannon, made application to have the Kingston West Road improved. It. was in a very bad state at present.—Referred to Cr. Barber and the Engineer, with powter to. act. PROPOSED DRAINAGE DISTRICT. Fifteen property owners in the neighbourhood of Lake Horowhenua notified that they were willing to have their properties included in a district to have a drainage district formed and a Board appointed • The Chairman said there were other settlers in the area whose names were not on the petition. It was decided to circulate the petition for further signatures. WATER RIGHTS AT TOKOMARU. Messrs. S. l.iggins and H. E. Williams, Tokomaru, informed the Council that they had running through their property what used to. be a permanent smalL stream. Last year and this year they found it had become dried up, and on inquiry found that the Schwass property had put. a dam in with a concrete wall which retain, od Hie water, and Which they believed was to be used tor power purposes. They asked that the powers of the Land Drainage. Act be employed to give them relief and restore the water supply. The chairman stated he and the Engineer looked the matter up and found that Mr Schwass had no power to divert the water. Cr. Whyte said there was little water coming through. The dam had been there for some time. The matter was referred to Cr. Whyte and the Engineer for inspection. LOADING BANK AT POROUTAWHAO. Messrs. Ross, Rough and Co., flaxmillers, applied for the right to use thei hank at the bottom of'the Poroutawthßo hill, Foxton Road, as a loading biank for green flax. 11l granted, they proposed to widen and metal the road by about eight feet, That would take the lorries while loading off + he road, and not cause any obstruction. They offered £lO per year for the privilege as long as required, which would he at least, until the hydropower was- available, when they could establish a mill .economically at Poroutawhao'. The writers also agreed to fill pot holes on that portion of the county road over which their lorries were passing if the Council would provide metal dumps. > The Chairman said, he visited Hie spot, and although the millers may pay rates, they could do that amoun of damage in a week. not want to interfere with an industry, but less damage would have been done if smaller loads had been carried over the new maintenance work. The position was this: All the money available bad been spent, and nothing could possibly- be spent cn the road for the next six months, and the travelling public would have to put up with-at . T The millers could :s----sist by taking smaller loads and helping to maintain the roads. The Engineer: When we put the road in repair, the millers took <.ff light lorries and put on he'avy ones. Cr. McLeavey suggested that the councillors for the Wirokino riding and the Engineer meet, the millers on the site on Foxton Road and see what arrangement could be • come to about the whole matter. He moved accordingly. The motion was seconded by Cr. Broadbelt and carried. ! i OHAU GRAVEL. LEASE/' Messrs. C. H. Bould and Co. .'submitted a price of £6OO for the goodwill of the lease of 30 acres held by his firm in the Ohau River above the bridge. Cr. Broadbelt:. I think no action should be taken. The chairman moved that the members for the riding, the mover and the Engineer report on the matter. He did not think they should turn it down altogether Cr. McLeavey: It was offered to the Council, and the offer has been put in writing. Cr. Ryder said it was the right course to report on the matter as suggested. The” motion was carried. LOST TOOLS. Mr H. Darrall informed the Council that when ’working for the Council he at various times lent county men his private tools. He gave a list of them to the Engineer, who said he could not do anything regarding tools lent before he came here. As it- was over a month since the writer left i >- e Council’s employ, and had not recovered his tools, he hoped the Council would look into, the matter. He had been four and a-half years in the Council’s employ, and asked for a reference. The Engineer said the tools were lent privately to other county workmen and not to the county, and Dari rail should have' looked after them. Cr. Ryder said it was a pity thei matter had not been opened up when Darrall was in the Council’s employ. The Engineer said Darrall had keys ! made to fit the tool shed, and had to right to have done so. These keys were given to other workmen who used the tools. It was impossible to tell where the tools were now. The | list of missing tools supplied to him : was different to that now before the I Council. I Cr. Ryder suggested that no action ■ be taken regarding the tools, but that a reference! be given Mr Darrall. A motion to this effect was carried.
