HOROWHENUA COUNTY AFFAIRS.

MEETING OF COUNCIL

The September meeting of the Council was held on Saturday. Present: Crs. G. A. Monk (chairman), F. J. Whyte, H. Bryant, A. R. Knox, S. A. Broadbelt. J. McLeavey, F. J. Ryder, and C. I. Harkness. POROUTAWHAO BOILING DOWN WORKS. The Health Department wrote re the application of Mr J. M. Milne for a license for a boiling-down works. In terms of Section 54 of the Health Act, 1920, the Department was agreeable to the granting of the license on the site* selected at Poroutawhao, the license to be for one year as from December 31 next. The Department and the Council had the right to refuse a license for extension of the works and machinery any time in the future. The license should be withheld, however, until the Council received a report from inspector Huggins that the work had been completed to his satisfaction.

A councillor stated that the works would be opposite the new school.

Cr. Harkness: But the school section is 10 chains deep.

The chairman: The smell will be more than 10 chains deep. The Department’s letter was received. W.E.A. GRANT. Mr J. H. Sinclair, hon. secretary of the Shannon W.E.A., applied for a grant to the funds of the class. The class was established in the town as a permanent institution, thanks to the support of the Council and publicspirited citizens.

The chairman said the Council had made grants to these classes on the understanding that they would be a diminishing quantity. Levin had got a grant this year, however, and they could hardly do otherwise for Shannon.

Cr. Whyte said he did not understand the grant was to be made an annual one. • The chairman: I understood it was to be on a diminishing scale. Cr. McLeavey said the object may be a good one, but the Council had no money to spare. Cr., Broadbelt supported the chairman’s view that the grants should be

on a dinrinishing scale. Cr. Harkness considered the charge should not be on the local bodies, hut on the education system of the country. Cr. Ryder; We should rely on our own resources and not depend on the Government or local bodies.

The chairman’s motion for a grant of £lO was granted.

ASHLEA ESTATE SUB-DIVISION. Messrs. Hankins, Fitzlierbert and Abraham, solicitors, asked to be informed of the Council’s decision with regard to giving its certificate as to the formation of the RangitaneTokomaru Road in the sub-division of the Ashlea Estate 1 . The writers had received instructions from Temukanui, Ltd., to complete the necessary dedication of the strip this company was giving towards the road running from the Tokomaru township and connecting with that portion of the road being dedicated by Ashlea, Ltd.

The chairman said there were no particulars, and there was nothing to go upon.

Cr. Whyte stated that the firm of Ashley’s was dividing the property between the shareholders, but they could not get their titles until Ihe road in question had been dedicated to the Council.

The chairman stated that the Act provided that an approved plan would have to be submitted td the Jounol, together with an agreement indemnifying the Council against any nsponsibility.

The matter was referred to the Chairman and Engineer, with-power to grant the application, orovliled plans were supplied and an indemnity entered into.

RIGHT TO LAY TRAM. The Levin Sawmilling Company applied for the right to lay a tram-line from a point on Gladstone Road near Mr Prendeville’s whares along ihe Tararua Road on the south side to the road-crossing at the south end of the Levin railway yard.
