HOROWHENUA COUNTY COUNCIL. SPECIAL ORDER Authorising the raising of a Loan of £9OOO, and making a Special Rate as security for the same. IN pursuance and exercise of the powers vested in it by Section 6 of “The Local Bodies’ Finance Act, 1921-22,” and Section 16 of “The l ocal Bodies’ Loans Act, 1913,” and all other powers thereto enabling, the Horowhenua County , Council hereby resolves by way of Special Order as follows: 1, To raise a Special Loan to nay off the Antecedent Liability of the said Council, which existed at the 3lst March, 1922, the amount of. such Antecedent Liability being £9OOO. 2. To issue in respect of such Special Loan of £9OOO as aforesaid, ten Debentures of £9OO each, the first debenture to be redeemed on the 31st March, 1923, and thereafter one debenture annually, thus completing the repayment'of the loan in a period of ten years.

3. To issue in respect to the aforesaid debentures the necessary, halfyearly Interest Coupons, ailiT subject to the consent of the Governor-General in Council, to pay interest on the said loan during its currency at the rate of Six Pounds *Ten Shillings (£6 10/) per centum, per annum. 4. That for the purpose of providing interest and the repayment of debentures in respect to the Special Loan of £9OOO as aforesaid, the said Horowhenua County Council hereby makes and levies a Special Rate of one-four-teenth of one penny in the pound on the capital value of all Rateable property in the County of Horowhenua, and that such Special Rate shall be an annual recurring rate during the currency of the loan and shall be payable yearly on the first day of June in each- year during the currency of the loan, being a period of ten years, or until the loan is fully paid off.

The above Special Order made at a duly constituted Special Meeting of the Horowhenua County Council, held on the 10th day of June, 1922, will be submitted for confirmation at the Ordinary Meeting of the said Council to be held on the Bth dsyf of July, 1922. THE WILL AND THE WAY. No. 6.—CUTTING COSTS. “Cut costs” has become the sudden order in the business world—and the process of reduction is world-wide. Since its establishment in 1872, the State-guaranteed Public Trust Office was worked on the principle of giving a maximum of efficiency at a minimum cost to its numerous clients. Profit is not the prime purpose, though the enterprise is reasonably profitable, by reason of the very large volume of business and the efficiency of its administration by well-trained experts in all departments of the work. The fees and other charges are on the lowest possible scale. Therefore, when the Public Trustee is appointed the executor of an 'estate the testator has the comforting assurance that the best possible safeguard has been effected for defendants at very moderate cost.
