THE NEW GUINEA MAIL SERVICE.

The Radicals oppose the New Guinea mail service ns making a company dependent on the Empire. GREAT FIRE. Constantinople, Feb. 26. A serious fire has taken place in this city. Three hundred houses were destroyed, and three thousand people rendered homeless. The damage is estimated at £250,000. AMNESTY TO POLITICAL PRISONERS. Lisbon, Feb, 26. Senhor Ridioro, the new Premier, has granted an amnesty to prisoners convicted of political offences. Judge Parker, of Kansas, asserts that there have been 25,000 murders committed in the United States since 1888, and that there has been a great increase in lynching.
