Stevens, American Minister at Honolulu, approves of hia co-operating with the de facto Government for the protection of life and property in the islands, but disavows his action if it sets the authority of America above the Government of Hawaii, in the capacity of protector, or impairs the independent sovereignty of Hawaii.
