GOVERNORSHIP OF NEW SOUTH WALES. London, Feb. 8, The Earl of Elgin has declined the Governorship of New South Wales, in succession to Lord Jersey. UGANDA. The Opposition press Is satisfied with the policy of the Government in regard to Uganda. A DENIAL. Mr Asquith, the Horae Secretary, denies that the Government intend to release Daly, and Denman, who was arrested at Birmingham in 1884 with three infernal machines in his possession, and who was afterwards tried and sentenced to penal servitude for life. At a meeting of the Colonial Institute on the 14th Instant, Professor Wallace will read a paper, In which he will contend that freezing only absorbs a portion of the surplus stock, and ho will suggest that the hind-quarters of mutton be converted into bams by the sweet curing process, limiting the amount of salt. He expresses the opinion that the trade would be certain to develope a market. MR MICHAEL DAYITT. Mr Michael Davitt, who was recently unseated for North Meath, on the grounds of intimidation by priests, will be returned unopposed for the North East Cork constituency. ITALY AND FRANCE. In retaliation for the action of France, in fortifying Biserta, the seaport of Tunis, the Italian Government are adding to the fortifications of Messina, and completing the fortifications of other seaports in Sicily. A question was asked on the subject in the Chamber of Deputies, but the Minister assured members that there was no cause for alarm because of the steps the Government were taking. It is estimated that when Ireland obtains the government in her own hands she will contribute in revenue £3,000,000 less per annum than she does at present. NEW ZEALAND DEBENTURES. Mr Perceval, replying to some statements which have appeared in the English press, says that New Zealand is not pledged to guarantee^debentures. HARBOUR CONSTRUCTION.
