PARLIAMENTARY.
LEGISLATIVE COUNCIL. Wellington, Sept. 6. The Council met at 2.30 p.m. to-day. petition. Mr Ngatata presented a petition against the Crown and Native Lands Bating Bill. SECOND BEADING. The Wellington Cemeteries Bill was read a second time. ' amendments agreed to. The amendments made in the Law Practitioners Bill by the House of Eepresentativea were agreed to, as also were those made in the Auckland University College Bill, LAND BILL. On the Land Act 1877 Amendment BUI being called on, and on the motion to go into Committee, Sir George Whitmore in a long speech thought the Bill should be put back nntil next session, and moved it be read that day six months. After farther discussion the House divided and the Bill was committed by 19 to 16. In clause 2 “ the one-third area ” was struck out on a division by 17 to 14. The debate was interrupted by the 5 o’clock adjournment. The Council resumed at 7.30 p.m. After further discussion the Hon. Mr Oliver accepted a suggestion from Dr Pollen to report progress, with leave to sit again, which was agreed to. WEST EBADINGS. The Boads Construction Bill and Crown and Native Lands Bating Bill were read a first time, and made an Order for to-morrow. BILLS PASSED. The Council then went into Committee on the following Bills:—Native Boserves, Borough of Hamilton Boundaries, Auckland Improvement Act Amendment, Tea, Auckland Bailway Station, Patea Harbor, and Land, all of which were read a third time and passed.
ADJOURNMENT. The Council adjourned at midnight, until the usual hour. HOUSE OF REPRESENTATIVES. AMENDMENTS AGREED TO. The amendments made by the Legislative Council in the Trustees Executors and Agency Company Bill were agreed to. GOVERNMENT BUSINESS. A resolution was adopted on the motion of the Hon. Major Atkinson, that Government business take precedence bn Thursday. COUNTY ACT. The County Act was further considered in Committee. Clause 14 was passed without amendment. The House adjourned at 530 p.m., and resumed at 7.30 p.m. in Committee on the Counties Act Amendment Bill. Mr Weston moved a new clause to give the holders of miners’ rights votes in the districts in which they reside. The Committee divided on Mr Weston’s clause, which was carried by 41 to 23. . Mr McMillan moved another ;new clause—“ That any County Council may prescribe the condition upon.which any works constructed by the Council for the purpose of water supply or drainage of land may be used, and the fees* to be charged for the use of such works, and the water supplied by such works, and in addition to auy penalty imposed ior a breach of a bye law, the Council may sue any person for the amount of any damage done by such person to any such work.” The House here adjourned for half-an-hour. .
On the House resuming, Mr McMillan’s amendment was carried as a new danse on the voices.
Mr Pyke moved as a further new danse that the County Chairman should be elected by the ratepayers for a term of three years. The Committee divided—Ayes, 19; Noes 32. Mr Seddon moved as a new clause that all revenue received under the “ Goldfields Act,” or an Act amending the same should be county revenue in the South Island. '
The Committee divided—Ayes, 14; Noes, 36. ’ Mr Seddon moved as a further amendment that no County Chairman be paid any salary. ~ The Committee divided—Ayes, 20; Noes, 34 - The Bill was then reported with amendments, which were agreed to. EOADB CONSTRUCTION BILL. .
The Roads and Bridges Construction Bill was also reported, the amendments agreed to, andon the motion fpr the third reading, Mr Montgomery _ again objected to the Bill, which he said was calculated to destroy the self-reliande of local bodies. Mr Hutchinson also , objected and moved'the adjournment of the debate, which was carried by consent. SECOND READINGS. The following Bills were reada second time ":—New Zealand ‘ Colonial Inscribed Stock, Rabbits Nuisance,Sheep Act Amendment, District Railways Act Amendment. The House rose at 12.35 a.m. till 2 o’clock to-day.
