LEGISLATIVE COUNCIL.
The Council met at 2.30 p,m. SECOND HEADINGS. The second reading of the Orakei Native Reserves Bill was carried. BILL PASSED. , The Wellington Harbor Board and Corporation Land Act 1880 Amendment Bill was read a-third time and passed. REPORT ADOPTED. The report on the Trustees and Executors Agency Company (Limited) Bill was adopted. PROPOSED NEW COUNTY. Mr Reynold’s moved that the Council resolve itself into Committee of the whole to consider whether the resolution carried on the motion of Mr Miller, in reference to the proposed County of Waihemo, should not be read and rescinded. After discußion, the motion waswith. drawn. ' ’ IN COMMITTEE. The Council then went into Committee, on the Resumption of Lauds for Mining Purposes Bill, and after some discussion the Bill was passed;and made an order for to-morrow. CHATTEL SECURITIES BILL. Mr Hart moved the second reading of the' Chattel Securities Act Amendment Bill. • Further consideration of the Bill was interrupted by the' dinner Adjournment. The'Council resumed at 7.30 p.m. SECOND READINGS’.' 1 Mr Buckley moved the second reading of tha Mortgages Release Bill. T The motion was carried. ~ Dr Pollen moved the second reading of the Municipal Corporations! Act 1876 Amendment. Bill. The Council went into Committee on the following, Bills. : -7 : Canterbury Rivers Act 1870 Amendment,'Ohio fea aiid Eyreton Domain Board Empower, ing, Sneep Act Amendment) and Napier High , School, They, were all reported with amendments,' and the first-named and: fourth-named .made an Order for to-morrow. The second-named and third-named were afterwards read a third time and. passed. ;: ,f On the -Chattels Securities Act again being called on, the Hon . the Premier reviewed its provisions, but only gave a qualified approval of the ’fcfeasufe*, and hoped it would stand over till next session, when a Bankruptcy Act Amendment' Bill would be , brought forward, . '
Mr Wilson expressed some doubt as to whether the Bankruptcy Bill would ever pass, them,,and there was no valid reason for postponing the_ measure. , After .further discussion, Mr Hart asked leave to withdraw thp Bill, ; as it was top late in the session to make the necessary amendments.’ Mr Wilson moved the second reading of the Land Boards Bill, when Mr Holmes’moved it be; read that day six months. The amendment was carried by* 20 to 8. ... The Reserves in Mining Districts Bill was then committed and reported with amendments and made,an Order for to. morrow. . Consideration of the Select Committees Report on the Brogden claims was resumed'by Mr Turnbull, who. reviewed ]the A position of the whole question, contending that the credit of the colony was at stake* and that the tenor of the report virtually, if given effect to, amounted to a denial of justice * or the r obtaining of justice by means of the usual tribunals. He moved that the report be hot agreed to, • MrSeddon moved that the debater be adjourned tfll next session, so as to give members an opportunity toir going info the nature of the whole. question., Both amendments were withdrawn, and on the motion of ; the Hon. Mr Johnston, the debate was adjourned till to-morrow. 1 ROAD BOARDS BILL.
In Committee the Koad Boards Bill was further considered and' progress made as far as clausd.lo9, the alterations made being purely technical. Further progress was interrupted by the 5.30 p.m. adjournment. The House resumed at 7.30 p.m. In Committtee the Eoad Boards Bill was further proceeded with. A new clause was added to the effect that all notices requiring to be advertised in the “Gazette,” be inserted free of of charge to the Board, Along discussion took place on a motion by Mr Swanson that a new clause be added, empowering Eoad Boards to prevent any roads less than a chain wide being laid out. The motion was adopted. The schedules were then Agreed to without discussion, and the Bill passed through Committee. ■ COUNTIES ACT AMENDMENT Bill/,, In Committee on the Counties Act Amendment Bill, Mr Fyke moved that in the event of any district wishing to dissever itself, and be joined to another county, the opinion of the ratepayers be ascertained by poll, and not as proposed, by petition. - The clause as printed was retained on a division by 45 to 17. At clause 9 progress was reported, with leave to sit again and the House rose at 1.25 a.m. until 11 a.m. THIS DAY. The House met at 11 this morning. On the motion of Mr Levin the Wellington Cemeteries Bill was reported, read a third time and passed.
In' reply to Mr Joyce the Hon. W. Johnson said that tenders were invited for 50,000 sleepers to be creosoted. A considerable number were received but
the one accepted was the only one that appeared to be in the terms of the specifications. In reply to Mr DeLautour the Hon, W. Johnston said further inquiries would bo made before the route of the central Otago railway beyond Taieri lake was finally decided on. Replying to Mr Bracken the Hon. T. Dick said Government had no intention of introducing any measure to amend the “ Gaming and Lotteries Act.” In reply to Mr Steward the Hon. W. Johnston said the * railway carriage of grain tariff would be revised in time to meet thejconvenience of the forthcoming grain season.
Replying to Mr Cadman, the Eon. W. Rolleston said the petition of George Harcourt, Thames, would be further considered in terms of the Goldfields Committee’s recommendation.
