Wellington, July 27. The House met at 7.30 p.in. notice of motion.
Sir George Grey gave notice bo would move that provision be made for tho establishment of an Agricultural College in Auckland, and introduce a Bill on the subject. alteration of standing orders. The House went into Committee to consider the report of the Standing Orders Committee, recommending certain alterations in the Standing Orders of the House. After considerable discussion "the recommendations of the Standing Orders Committee wore agreed to with certain amendments, the chief of which was the Sills affecting waste lands need not be referred to the Waste Lands Committee.
On the House resuming, and the reso* lution being reported, Sir George Grey moved an amendment, that the Standing Orders Committee should be instructed to enquire into the right of private members to introduce Bills affecting waste lands without the assent of the Crown, and also as to the right of private members to introduce Bills affecting taxation, and if necessary to frame orders to enable private member to introduce such Bills.
t Mr Hurst proposed to rescind the decision of the Committee that private members’ Bills affecting waste lands need not go before a Waste Lands Committee.
Mr Fulton, as Chairman of the Waste Lands Committee, expressed the opinion that that body was no longer necessary. Mr Montgomery moved that Standing Order 305, defining the duties of the Waste Lands Committee, be repealed altogether. Mr Hurst withdrew his proposal, and Mr Montgomery’s was agreed to. A discussion was then resumed on Sir George Grey’s amendment.
Colonel Trimble contended that notice should be given, and moved an amendment to that effect.
Mr Montgomery opposed the adjournment, urging that the ruling of the Speaker had in effect been challenged, and it was due to him that the opinion of the House should be given at once. The Hon. Mr Bryce said the proposal seemed to contain a reflection on the Speaker, and be strongly supported an adjournment.
Sir G. Grey consented to withdraw the first clause. Colonel Trimble moved as an amendment that due notices be given and that they bo printed on the Order Paper in the usual way. The House.divided on Sir G. Grey’s motion, which was negatived by 36 to 30.
The third resolution was thrown out on the voices,'and the House adjourned at 1.10 a.m.
