LEGISLATIVE COUNCIL.
Wellington, July 18. The Council met at 2.30 p.m. i INTRODUCTION OF SALMON OVA. On the motion of Dr Menzios, it was agreed that it is expedient that the introduction of salmon ora should be resumed and continued. The Government, assented to the motion. KELSON COLLEGE AMENDMENT BILL. The Nelson College Act 1858 Amendment Bill was read a second time. 1 DOGS BEOISTBAIION BILL. The Dog Begistration Act 1858 Amendment Bill was read a third time. SECOND BEADING. , The following Statute Revision Bills were read a second time without debate: ’—Dangerous Goods Bill, Imbecile Passengers Bill, and Prisons Bill. ADJOUSNMENT. The Council rose at 3.45 p.m. HOUSE OF REPRESENTATIVES. The House met at 2.30 p.m. NEW BILLS. The Greymoutb High School Bill was introduced by Mr Petrie and read a first time. Mr Moss asked leave to introduce a Bill to facilitate free trade in land by abolishing the laws of entail and settlement at present in force in the colony. The Hon Major Atkinson said the Government had already obtained leave to introduce a Bill of a precisely similar character, but if the hon member wished to take the matter out of the hands of the Government and proceed on his own account ho of course could do so. Mr Moss said he u as not atall anxious to clash with tbe Government, bat their Bill was not calculated to attain the desired ends. The BUI was then introduced and road a first time. LOCAL BILLS. The following local Bills wore passed through Committee with trifling amendments Bluff Harbor Foreshore Reclamation Bill, Dunedin Southern Market Reserves, Leasing Bill, Timaru. Harbor Board Bill, and Timsm High School Act Amendment Bill. In Committee on the Lyttelton Harbor Board BUI, an amendment was carried making tne number of Government nominees not lees than one, instead of two, and giving a representative to tbe Borough of St Albans. , In Committee on the Dunedin Harbor
posed a new clause, to provide that not more than half the amount raised should be expended on the Upper Harbor until vessels of 23 feet draught could cross the bar, Mr Wright opposed any farther expenditure on the-Upper Harbor, and the discussion proceeded until the time for the Chairman to report that the Bills already passed, had arrived. On the Speaker resuming the Chair, Mr Pish opposed Mr Wright’s notion that amendments in the Lyttelton Harbor Board Bill should be considered next week, and moved that they be considered two months hence. He was speaking when the Speaker left the Chair for the dinner adjournment. The House resumed at 7.30 p.m. PROTECTION OP TELEGRAMS BILL. Mr Feld wick moved the committal of the Protection of Telegrams Bill in order to strike out the proviso which had been inserted in clause 2, on the motion of Mr Ivess, at an early hour in the morning, and by a small majority. He was advised that the proviso would render the Bill not only useless, but actually mischievous and dangerous. Messrs Turnbull, Ivess, Joyce and Petrie opposed the recommittal, and Messrs J. E. Brown and Pyke supported the committal. On a division the recommittal was carried by 37 to 24 In Committee Mr Feldwick moved that the proviso in danse 2 be struck out. Mr Turnbull moved that the Chairman do leave the Chair. . Mr Turnbull’s motion was negatived on the voices. Messrs Ivess, Petrie, § Joyce Turbull, Seddon, Moss, Colonel Trimble and others opposed Mr Feld wick’s motion, and Messrs Pyke, Connolly,’.Whitaker and others supported it. On a division after three hours* discussion in Committee, the proviso was struck oat by 27 to 22. Mr Ivess then moved for the insertion of a fresh proviso compelling the supply of cable news to all papers at rates not exceeding 15 per cent above that charged to ether similar papers. The Chairman ruled he could not receive this. The Bill was then repotted as amended. Colonel Trimble moved the recommittal of the Bill, to enable the amendment made by Mr Ivess to be inserted. The motion was negatived on the voices. The amendments of the Committee were ordered to be considered on August 3rd. COBONEBS ACT AMENDMENT BILL. TheOoroners Act Amendment Bill was committed with the addition of a new clause bearing on payment of jurors. ADJOURNMENT. The House rose at 12.45 a.m.
