The appointment of M. de Giers as Russian Minister of Foreign Affairs has been the cause of much rejoicing. The policy of M. de Giers, it is confidently expected, will tend to the establishment of greater harmony in the diplomatic relations of Germany and Russia than exists at the present time. Lord Salisbury’s Ideas on IrelandAt a banquet given last evening at Liverpool to Members of Parliament of that town, the Marquis of Salisbury, who was present, made a speech upon the political situation. Referring to Ireland, Lord Salisbury advocated the adoption of a scheme to enable the Irish tenant farmers to purchase their holdings, Joy in ViennaGreat satisfaction is expressed in Austria at the announcement that Prince Gortschakoff retires from active political life and is succeeded by M. de Giers. Spanish Troubles. The state of siege which was declared in the province of Catalonia on the 31st ult.,on account of the taxation riots, has now been raised. Shocking Disaster. A rumor is current hero to-day that the United States screw frigate Richmond, of 14 guns, has been totally lost, with her crew of 600 officers and men. The report, however, requires confirmation. A Suspect ReleasedAn American suspect who was imprisoned at Naas, County Clare as a suspect, was released yesterday. Commercial. April 11. Consols have advanced to 101$. New Zealand securities are unchanged at the following quotations : —5 per cent 10-40 loan, 104 ; 5 per cent 1889 loan, 104$ ; 4i per cent 1879-1904, 103. The grain market is quiet. Adelaide wheat, ex warehouse, remains at 545; New Zealand ditto, at 51s. Adelaide flour, ex warehouse, 37s 6d.
Australian tallow is firm at 42s for best beef, and 45s for best mutton. April 12. Consols have declined to 101 J.
New Zealand 5 per cent 10-40 loan, and 5 per cent 1889 loan have both advanced to 105. Tho per cent 18791904 loan remains at 103.
The market for colonial. produce is unchanged.
