Bismarck defeated. Berlin, Dec. 2. At to-day’s silting of the Reichstag, a proposal submitted by Prince Bismarck for the establishment of an Economic Council of the Empire was finally discussed. The Chancellor, in a lengthy speech, warmly advocated the adoption of the proposal, but after further debate the tame was rejected by the Reichstag by a considerable majority.
