The “ Standard” to-day publishes a telegram from Natal stating that Mopoch, one of the leading chiefs in the Lydenburgh district of the Transvaal Republic has declared war against, the Boers, and that hostilities may shortly be expected. Cholera in the EastAlexandria, Nov. 16. News is to hand from Arabia that cholera has now broken out at Jedda an important seapprt on the Red Sea, sixty miles west ot Mecca, where the epidemic has been raging for some time past. A number of deaths have already occurred at Jidda, and the morality at Mecca is stated to be daily increasing. German PoliticsBerlin, Nov. 17. The Houses of the Imperial Parliament, the Bundesrath and Reichstag, were opened to-day. The speech from the Throne was read by Prince Bismarck in the absence of the Emperor. His Majesty’s address stated that the peace of the Empire was surer now than it had been at any time during the last decade. It announced that the present economical fiscal policy of the country would be firmly adhered to, and concluded by stating that a scheme of insurance for workmen would be instituted with a view to improve the latter’s welfare and counteract the growth of Socialism in the Empire.
