HOUSE OF REPRESENTATIVES. Wellington, July 12. LICENSING BILL. On Clause 12, Mr Richardson moved that it be made to read “ five persons to be a Licensing Committee to be elected triennially,” instead of “ elected annually.” The House divided on the question that the clause printed be retained— Ayes, 39; Noes, 34. On clause 29 Mr Russell moved that “ the club license be struck out.” The question was put that it stand as printed—Ayes, 37 ; Noes, 18. On clause 29 Mr Pitt moved the restoration of the bottle license, but this was negatived on a division by 38 to 31. Mr Oliver moved that the New Zealand wine license be struck out. The question was put that the words “ New Zealand ” stand as part of the clause —Ayes 33, Noes 32. Mr Stewart proposed to add as a subsection, “bottle licenses in such districts as they at present exist.” —Lost by 36 to 25. Clause 30—Mr Turnbull moved the extension of the hours from 10 to 11 o’clock for ordinary licenses. Motion negatived on the voices, and the clause passed as printed. Clause 64—“ Licensing Committee may of its own motion take cognisance of objections.” Dr Wallis thought this should be struck out, as it gave power to refuse any existing license without assigning any reason," or granting any compensation.

The amendment, was not pressed, and the clause was amended on Mr Sheehan’s motion to provide *‘ that not less than seven days’ notice should be given,” and the clause passed.
