The determination delays negotiations for the renewal of tho Anglo-French Commercial Treaties, and public feeling against their renewal, without a reduction of tbe French import duties, increasihg is daily. It is currently reported in political circles here that General IgnatiefE, Minister of the Interior, will shortly propose that a considerable decrease should be made in the military forces of Russia. The reduction to be proposed will, it is stated, allow of the saving of several millions of roubles in the army expenditure.
