[Reuter’s Aqency.j Peace Negotiations. London, March 21. The “ Daily News ” to-day publishes information from Natal regarding the terms of peace with the Boers. These include, it is stated, an understanding that the Boers should disperse their forces, and break up their garrisons forthwith, England at the same time agreeing to continue an enquiry. The Boers demand this through a Royal Commission, in order that a permanent settlement of the difficulties in the Transvaal may be arrived at. Parnell on the March. Mr Parnell has been in Ireland for some time past, and his prolonged absence is causing much comment and criticism on the part of his followers in the House of Commons. South Sea Massacres. communicated with the Secretary of State for the Colonies, regarding th® report of the Intercolonial Conference on the subject of South Sea Island massacres, and the powers of the High Commissioner for the Western Pacific. Their letters reply warmly to the comments of the report, which Commodore Wilson characterises as a scurrilous libel. The Irish Land BUI. In the House of Commons to-day the Right Hon. W. E. Gladstone announced that he would make his Budget Statement on the 4th prox., and that he would introduce his Irish Land Bill on the following Thursday, the 7th. He further stated that the House would adjourn for the Easter recess on April 8.
